Objectives

The primary objective of this tender is to appoint a qualified and experienced turnkey service provider to design, construct, and supervise the upgrade of the Ward 15 (Maubane) Community Stadium. The project aims to deliver a modern sports facility that meets community needs, regulatory standards, and funding requirements, promoting social and economic benefits such as job creation, community engagement, and local economic stimulation.

Scope

The scope includes:

• Refurbishment of existing courts (tennis, basketball, volleyball, netball)
• Construction of boundary walls
• Refurbishment of existing buildings (change rooms, ablution facilities, security house, tuckshop, ticket booth)
• Upgrade of water, sanitation, electrical infrastructure, including stadium lighting
• Provision and installation of municipal services (water, sanitation, electricity, stormwater)
• Site surveys, geotechnical investigations, environmental assessments, and land use compliance
• Design, procurement, construction, supervision, quality assurance, and project management
• Preparation of technical reports supporting MIG funding registration

Technical Requirements

The project must adhere to:

• Standards and guidelines of the Engineering Council of South Africa (ECSA)
• Construction Industry Development Board (CIDB) standards and regulations
• Occupational Health and Safety Act No 85 of 1993 and Construction Regulations 2014
• Environmental and land use regulations
• Municipal and statutory approval processes
• Design and construction of civil, structural, electrical, and mechanical systems
• Provision of comprehensive project documentation, including drawings, specifications, and as-built reports
• Implementation of quality control, safety, and environmental management plans

Skills Requirements

The successful bidder must demonstrate:

• Registration with relevant professional bodies (ECSA, CIDB Grade 5CE or higher)
• At least 15 years of post-graduate experience in infrastructure project management and design
• Proven experience in sports facility projects, including design, refurbishment, and construction supervision
• Capability to manage all project phases from planning to handover
• Qualified key personnel including Project Leader, Civil/Structural Engineers, Electrical Engineers, Safety Officers, and Site Supervisors with relevant registration and experience
• Support team with expertise in geotechnical investigations, environmental assessments, and municipal services
• Insurance cover of at least R20 million professional indemnity
• Ability to coordinate with local authorities, stakeholders, and contractors effectively
• Capacity to deliver within the six-month project period
