Objectives

The primary objective of this tender is to construct internal roads and implement stormwater management systems in Ward 7, specifically in the areas of Swartdam and Mmotong, Phase IV. The project aims to improve road infrastructure, facilitate effective stormwater drainage, and promote local employment and small contractor development in line with government empowerment initiatives.

Scope

The scope of work includes:

• Construction of approximately 1100 meters of 6-meter wide paved roads with 80mm thick block paving.
• Layer works comprising base, sub-base, and roadbed preparation.
• Installation of culverts, V-drains, kerbs, and stormwater drainage systems.
• Construction of stone pitching, speed humps, and road signage and markings.
• Accommodation of traffic during construction, including detours and signage.
• Protection and relocation of existing services and utilities.
• Environmental management, community liaison, and labour-intensive construction methods.
• Provision of temporary facilities, site establishment, and security measures.

Technical Requirements

The technical scope encompasses adherence to:

• Standard COLTO specifications for road and bridge works (latest edition).
• Construction specifications including standard, project-specific, and additional specifications.
• Design and construction of drainage systems, culverts, kerbing, and paving as per drawings and standards.
• Implementation of health and safety plans compliant with Occupational Health and Safety Act (Act 85 of 1993) and Construction Regulations.
• Environmental management and mitigation measures.
• Labour-intensive construction methods for targeted portions, with local employment and training.
• Quality control, testing, and inspection protocols.
• Traffic management and safety during construction activities.

Skills and Skills Requirements

The tenderer must demonstrate:

• Proven experience in constructing roads, stormwater systems, culverts, and related infrastructure, with references and project certificates.
• Qualified key personnel including a Contract Manager (Civil Engineering qualification, 5-10 years experience), Site Agent, Site Foreman, and Safety Officer with relevant certifications.
• Availability of plant and equipment such as graders, TLBs, rollers, excavators, and trucks, either owned or leased, with proof of ownership or lease agreements.
• Capacity to undertake labour-intensive works using local labour, with experience in community liaison and employment of targeted groups (HDIs, women, youth, persons with disabilities).
• Knowledge of health and safety regulations, with appointed competent safety personnel and documented safety plans.
• Ability to manage subcontractors, especially local emerging contractors, ensuring compliance with all contractual and safety standards.
• Financial stability, including relevant banking and tax compliance documentation, and B-BBEE verification.
• Capacity to implement environmental and social management plans, including community engagement and labour training programs.

The successful tenderer must possess relevant construction experience, qualified personnel, adequate plant and equipment, and demonstrate capacity for labour-intensive, community-focused construction aligned with environmental and safety standards.
