Objectives

The primary objective of this tender is to appoint qualified professional service providers (PSPs) for the planning, design, construction monitoring, and project close-out of sanitation infrastructure projects in the Eastern Cape Province, specifically Cluster 8. The aim is to ensure the successful delivery of sanitation facilities at schools, adhering to technical standards, timelines, and quality requirements.

Scope

The scope encompasses:

• Planning, design, and technical assessments of sanitation projects.
• Preparation of reports, designs, and construction documentation.
• Contract management, administration, and supervision during construction.
• Construction monitoring and quality assurance.
• Certification of work, final accounts, and project close-out activities.
• Coordination with stakeholders including the Department of Basic Education, Department of Public Works, and other relevant authorities.
• Provision of as-built drawings, asset data, and project documentation for final handover.

Technical Requirements

The technical requirements include:

• Compliance with the scope of work outlined in the tender documents.
• Provision of multidisciplinary team members including Quantity Surveyors, Civil Engineers, Architects, Geotechnical Engineers, and other specialists as required.
• Demonstration of relevant experience in sanitation projects, infrastructure, or school construction.
• Adherence to project timelines, quality standards, and safety regulations.
• Implementation of quality assurance and quality control systems.
• Preparation of detailed project methodologies, risk management plans, and work schedules.
• Provision of professional indemnity insurance and proof of registration with relevant professional bodies.
• Effective stakeholder engagement and coordination with project authorities and communities.
• Compliance with legal and statutory requirements, including OHS Act and environmental standards.

Skills Requirements

The tender mandates the following skills and competencies:

• Professional registration and accreditation in relevant disciplines (e.g., Quantity Surveying, Civil Engineering, Architecture, Geotechnical Engineering).
• Minimum experience post-professional registration (e.g., more than 5 years for senior engineers and architects).
• Proven track record in sanitation infrastructure, school projects, or similar infrastructure development.
• Strong project management and contract administration skills.
• Ability to develop and implement technical methodologies, risk mitigation strategies, and quality assurance plans.
• Excellent communication, stakeholder engagement, and reporting skills.
• Capacity to work within tight deadlines and manage multidisciplinary teams effectively.
• Experience in monitoring construction progress, certifying works, and managing project close-out processes.
• Knowledge of relevant legislation, standards, and best practices in sanitation and infrastructure projects.
