Objectives

The primary objective of this tender is to establish a Multi Discipline Panel of Consultants for a period of 3 years (2026/2027, 2027/2028, and 2028/2029) to support Winnie Madikizela-Mandela Local Municipality in planning, designing, supervising, and monitoring various civil engineering, environmental, and occupational health and safety projects. The aim is to promote sustainable development, ensure quality and compliance, and facilitate effective project implementation aligned with government policies and standards.

Scope

The scope encompasses:

• Provision of professional services for civil engineering, environmental management, and OHS disciplines across multiple projects within the municipality’s capital and operational plans.
• Design, preparation of tender documents, supervision, and contract management for projects following labour-intensive construction methods.
• Environmental Impact Assessments (EIA) and Environmental Impact Management (EIM) for projects, including obtaining necessary authorizations.
• Development of feasibility studies, preliminary and detailed designs, cost estimates, and technical reports.
• Implementation across four project management phases: planning, design, construction, and handover/commissioning.
• Support in community participation, project setup, and ensuring compliance with relevant legislation and guidelines.

Technical Requirements

The technical requirements include:

• Adherence to the Government Gazette 39480 of 04 December 2015, GCC 2015 by SAICE, CIDB guidelines, and relevant professional standards.
• Design and supervision of projects using labour-intensive construction methods.
• Provision of comprehensive deliverables at each project stage, including reports, designs, specifications, and as-built documentation.
• Appointment of qualified professionals with relevant registration (ECSA, SACPCMP, SACNASP) and proven experience in similar projects.
• Implementation of environmental and OHS assessments, with proper documentation and authorization.
• Timely submission of progress reports, technical documentation, and compliance with project timelines.

Skills Requirements

The tenderers must demonstrate:

• Professional registration and accreditation in relevant disciplines (Civil Engineering, Environmental Science, OHS).
• Experience in managing and executing civil engineering, environmental, and OHS projects, especially those involving labour-intensive construction methods.
• Capability to prepare detailed designs, feasibility studies, and tender documentation.
• Proficiency in project management, contract administration, and environmental impact assessments.
• Strong technical expertise supported by relevant qualifications, CVs, and previous project references.
• Capacity to mobilize resources, infrastructure, and personnel to meet project demands within specified timeframes.
