Objectives

The primary objectives of this tender are to establish a panel of qualified contractors to upgrade surfaced roads, sidewalks, and stormwater infrastructure within the Winnie Madikizela Mandela Local Municipality over an 18-month period. The project aims to enhance social, economic, and environmental conditions by improving infrastructure, creating local employment opportunities through labour-intensive methods, and ensuring environmental compliance and safety standards are met throughout the construction process.

Scope

The scope includes:

• Construction and upgrading of surfaced roads, sidewalks, stormwater drainage, and related infrastructure as specified in the project specifications.
• Implementation of gravel emulsion layers, pavement markings, signage, and associated works in accordance with COLTO standards and project-specific specifications.
• Provision of site facilities, traffic management, environmental controls, and safety measures.
• Participation in the Expanded Public Works Programme (EPWP) by employing local labour, including unskilled and semi-skilled workers, with associated training and job creation reporting.
• Coordination with community structures, appointment of a Community Liaison Officer (CLO), and engagement with local communities to promote employment and social development.
• Adherence to environmental management, safety regulations, and quality control standards as specified.

Technical Requirements

The technical requirements encompass:

• Compliance with the COLTO Standard Specifications for Road and Bridge Works (1998 edition), SANS standards, and the General Conditions of Contract 2015.
• Preparation and submission of detailed work programmes, safety plans, environmental management plans, and quality control schemes.
• Use of approved gravel emulsion mixes, aggregates, and bituminous materials, with specified granulometry, binder content, and environmental considerations.
• Implementation of labour-intensive construction methods for specified activities, with strict adherence to safety, environmental, and quality standards.
• Provision of appropriate plant, equipment, and materials, with prior approval of test sections and work formulae.
• Measurement and payment based on approved schedules, with provisions for variations, provisional sums, and unit rates.
• Regular monitoring, reporting, and documentation of progress, employment data, and environmental incidents.

Skills and Skills Requirements

The tenderer must demonstrate:

• Registration with the CIDB at a minimum of Grade 5CE or higher, indicating capacity to undertake the scope of work.
• Proven experience in similar road, sidewalk, and stormwater upgrading projects, supported by completion certificates, reference letters (not older than 3 years), and appointment letters for at least 4 projects.
• Qualified project management personnel, including a Project Manager or Contracts Manager with a relevant National Diploma or higher in Civil Engineering, supported by CVs and certified copies of qualifications.
• Availability of key plant and equipment, such as TLBs, tipper trucks, graders, excavators, rollers, and water carts, either owned or leased, with supporting registration or lease agreements.
• Competent personnel for supervision and management, including safety officers and health and safety representatives, with relevant training and certifications.
• Experience in labour-intensive construction methods, with personnel trained in EPWP requirements, and ability to employ local labour in accordance with the project’s social development objectives.
• Capability to implement environmental management, safety, and quality control measures, supported by relevant documentation and certifications.
• Ability to coordinate community engagement, appoint a Community Liaison Officer, and manage local employment and training programs effectively.
