Objectives

The primary objective of this tender is to procure earth burial services, including the collection, transportation, storage, and burial of deceased individuals, specifically targeting indigent communities outside the Eastern Cape. The services are to be rendered on a rate-based contract for a period of 24 months, ensuring dignified handling of deceased persons referred from Frere Hospital to various locations such as Cape Town and Port Elizabeth.

Scope

The scope encompasses:

• Rendering funeral parlour services, including collection, transportation, storage, and burial of deceased persons.
• Providing services for indigent communities, with bodies collected during office hours and stored in cold rooms until burial.
• Transporting bodies referred from Frere Hospital to designated locations, including back to Frere Hospital in rare cases.
• Handling exceptional transportation scenarios during crises, such as overflow storage or industrial actions.
• Ensuring compliance with relevant laws, regulations, and safety standards.

Technical Requirements

The technical specifications for service providers include:

• Provision of refrigerated stainless steel refrigerators and generators in good condition.
• Vehicles must be in good condition, roadworthy, and properly branded, with valid certificates of compliance.
• Bodies must be covered in shrouds or body bags, preserved, and stored in cold rooms.
• Transport of bodies must be limited to a maximum of two per trip using body removers.
• Storage costs during transportation must be included in invoices, with proof of payment.
• Compliance with laws such as COVID-19 protocols and other relevant health and safety regulations.
• Adherence to specified turnaround times and quality standards for transportation and storage.

Skills and Capacity Requirements

Service providers must demonstrate:

• Capacity to handle bodies with dignity and in accordance with health and safety standards.
• Availability of suitable, well-maintained vehicles and cold storage facilities.
• Ability to respond promptly to emergency and crisis situations, including overflow and overweight body transportation.
• Knowledge of relevant laws, regulations, and protocols related to funeral services and health standards.
• Proof of compliance with SARS tax registration and other statutory requirements.
• Experience in handling indigent and vulnerable community needs with sensitivity and professionalism.
