Objectives

The primary objective of this tender is to solicit proposals from qualified service providers to provide short-term insurance coverage for all municipal assets, councillors, and employees of the Makhado Local Municipality for a period of one year. The successful bidder will also be required to sign a formal contract (MBD7) to formalize the agreement.

Scope

The scope encompasses providing comprehensive short-term insurance cover for various municipal assets including movable and immovable assets, buildings, infrastructure, vehicles, and other specified items. The insurance coverage includes property, liability, motor fleet, fidelity guarantee, personal accident, and other specified risks, with detailed coverage limits and conditions outlined in the specifications.

Technical Requirements

• Provision of insurance cover for all specified municipal assets and liabilities as detailed in the specifications document.
• Compliance with all relevant legal and regulatory requirements, including tax compliance and registration with the Financial Sector Conduct Authority (FSCA).
• Submission of detailed proposals demonstrating how the assets will be insured, including coverage for special provisions such as courtesy vehicles and public liability for municipal stadiums.
• Adherence to the specified coverage limits, including property, liability, motor fleet, and other risks.
• Provision of necessary documentation such as BBBEE certificates, tax compliance certificates, and proof of registration.
• Participation in the functionality evaluation process based on experience, viability, and claims administration capabilities.

Skills and Experience Requirements

• Experience in providing short-term insurance for municipal or similar public sector entities, with evidence such as appointment letters or completion certificates (50 points).
• Registered and certified proof of registration with the Financial Sector Conduct Authority (FSCA) (35 points).
• Bank rating confirmation demonstrating financial viability (10 points for Bank Rating B, 5 points for Bank Rating C).
• Capability to administer claims efficiently, including reporting, processing, and providing statistical reports on claims.
• Compliance with tax and regulatory requirements, including valid tax clearance certificates and registration documentation.
• Ability to provide comprehensive insurance coverage as per the detailed specifications, including special provisions for certain assets and risks.
• Demonstrated understanding of the municipal environment and ability to deliver tailored insurance solutions.
