Objectives

The primary objective of this tender is to procure a qualified and accredited service provider to supply and deliver Personal Protective Equipment (PPE) for Environmental Services over a period of 24 months. The aim is to ensure the safety and health of municipal employees by providing appropriate PPE that meets safety standards and specifications.

Scope

The scope encompasses the procurement, supply, and delivery of various PPE items including protective clothing (jackets, trousers, overalls, overcoats), footwear (boots, gumboots), headgear (helmets, hats), eye and face protection (goggles, masks), gloves, high-visibility clothing, and other safety accessories. The items are intended for different categories of municipal workers, including environmental services staff, EPWP workers, and specialized personnel such as chainsaw operators and landfill site workers. Delivery must be made to specified municipal locations within six weeks of order, and all PPE must conform to specified standards and color codes.

Technical Requirements

• All PPE must comply with the latest South African Bureau of Standards (SABS) codes, particularly SATS 1286:2011 for local content and standards.
• Items must be new, unused, and of current models, incorporating recent design and safety improvements.
• Protective clothing should be constructed from specified durable fabrics such as polycotton twill (230g/m2), VERSATEXLite, or equivalent, with features like reflectors, reinforced stress points, and appropriate sizing.
• Footwear must meet SABS/ISO 20345 standards, be anti-slip, oil-resistant, shock absorbent, and include features like moisture-wicking linings and rustproof fittings.
• All PPE must be delivered in specified colors and with municipal logos embroidered on designated areas.
• Delivery must be completed within six weeks of order, with items packaged to withstand transportation and handling stresses.
• Additional PPE items include safety helmets, goggles, masks, gloves, high-visibility vests, raincoats, and accessories, all meeting specified safety and quality standards.

Skills and Qualification Requirements

• Service providers must demonstrate previous experience in supplying protective clothing or related PPE, with at least three valid appointment letters and referral letters from public institutions, confirming experience with contracts valued at R800,000 or more.
• Manufacturers or suppliers must provide certification confirming that all products are SABS approved and that defective items within the guarantee period will be replaced at no cost.
• Bidders must have the capacity to deliver PPE items in the specified sizes, colors, and specifications within the stipulated six-week timeframe.
• Applicants should possess relevant accreditation and compliance with occupational health and safety standards, including the ability to provide samples for size confirmation prior to bulk procurement.
• Bidder’s team should include personnel with technical knowledge of PPE standards, quality assurance, and logistics management to ensure timely and compliant delivery.
