Objectives

The primary objective of this tender is to appoint a panel of suitably qualified and experienced contractors to undertake construction, maintenance, and related civil works for roads and stormwater drainage systems within the Phokwane Local Municipality area. The contract aims to facilitate efficient, safe, and environmentally compliant execution of various road and drainage projects on an ad-hoc basis over a period of 24 months, ensuring infrastructure quality and safety standards are met.

Scope

The scope encompasses:

• Construction, maintenance, and rehabilitation of roads and stormwater drainage systems.
• Execution of works using both mechanical and labour-intensive methods, as appropriate.
• Specific tasks include patching, pavement rehabilitation, slope repairs, clearing and grubbing, drainage works, culvert installation, kerbing, channelling, and surface sealing.
• Implementation of traffic accommodation, safety measures, environmental management, and site maintenance.
• Provision of site facilities, safety, and environmental controls, including signage, water management, waste disposal, and safety documentation.
• Adherence to specifications, standards, and legal requirements related to occupational health and safety, environmental protection, and quality control.

Technical Requirements

The technical requirements include:

• Compliance with the COLTO Standard Specifications for Road and Bridge Works (1998) and relevant South African standards.
• Provision of detailed project and safety plans, including health and safety files, risk assessments, and method statements.
• Use of approved construction methods, materials, and equipment, with emphasis on labour-intensive techniques where specified.
• Proper management of traffic, safety, and environmental impacts, including dust control, water management, and protection of existing services.
• Regular site inspections, record keeping, and submission of progress reports and payment certificates.
• Implementation of quality control measures, including testing of materials and workmanship.
• Adherence to legal and regulatory requirements, including Occupational Health and Safety Act, Construction Regulations, and environmental legislation.
• Use of local labour and sub-contractors to promote local economic development and employment targets.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in civil construction, roadworks, and stormwater drainage projects of similar scope and magnitude.
• Qualified personnel including site agents, foremen, safety officers, and technical staff with relevant certifications and experience.
• Ownership or capacity to mobilize adequate plant and equipment, with proof of ownership or lease agreements.
• Financial stability, evidenced by bank ratings and financial references.
• Capability to develop and implement health and safety plans, environmental management plans, and quality assurance procedures.
• Capacity to coordinate multi-disciplinary teams, manage site logistics, and ensure compliance with all legal and technical standards.
• Ability to work within specified timeframes, budgets, and environmental constraints, with a focus on safety and quality.
