Objectives

The primary objective of this tender is to appoint a qualified professional quantity surveyor to provide comprehensive quantity surveying services for the construction of the Xhora Mouth Clinic. The services aim to ensure proper cost management, contract administration, and project oversight throughout the construction period, aligning with the employer’s objectives for quality, cost control, and timely delivery.

Scope

The scope of work includes:

• Provision of professional quantity surveying services in accordance with the Guideline Scope of Services and Tariff of Fees issued under the Quantity Surveying Profession Act, 2000.
• Inclusion of surveying work as part of normal services during stages 1 & 2.
• Coordination with other professionals such as architects, engineers, and project managers.
• Preparation of tender documentation and contract documentation for contractor procurement.
• Contract administration, cost control, valuation, and project close-out activities.
• Provision of inputs required by other specialists involved in the project (e.g., electrical, mechanical, structural engineers).
• Work in collaboration with other professionals and ensure compliance with relevant legislation and standards.

Technical Requirements

The technical requirements include:

• Registration with the South African Council for the Quantity Surveying Profession (SACQSP).
• Adherence to the CIDB Professional Services Contract (Third Edition, 2009).
• Provision of a professional indemnity insurance policy specific to the project within 21 days of appointment.
• Completion of all contractual documentation, including forms of offer, acceptance, and deviations.
• Provision of detailed project experience, including completed and current projects of similar scope and complexity.
• Submission of all returnable documents, including enterprise questionnaires, declaration forms, and proof of registration.
• Compliance with the procurement and evaluation procedures, including the use of the prescribed bid documents and adherence to the PPPFA regulations.
• Participation in the evaluation process, including responsiveness, price, and preference points.

Skills Requirements

The successful tenderer must possess the following skills and qualifications:

• Registered professional quantity surveyor with SACQSP.
• Proven experience in managing similar construction projects, with references and project reference forms.
• Ability to prepare and manage contract documentation, cost estimates, and valuations.
• Strong coordination and communication skills to work effectively with multidisciplinary teams.
• Knowledge of relevant legislation, standards, and procurement policies.
• Capacity to provide timely and accurate project cost control and reporting.
• Ability to prepare comprehensive project documentation, including tender and contract documents.
• Demonstrated skills in project management, risk management, and dispute resolution mechanisms.
• Commitment to skills development and capacity building within the department and project team.
