Objectives

The primary objective of this tender is for the Road Accident Fund (RAF) to appoint a qualified, professional, and efficient service provider to deliver Regulation 21 Refresher Exercises for security personnel. The training will cover the use of handguns, self-loading rifles, and shooting range facilities, and is intended to enhance the skills and compliance of security personnel over a period of twelve (12) months.

Scope

The scope of the project includes:

• Provision of Regulation 21 refresher exercises for security personnel.
• Training on handgun handling and safety.
• Training on self-loading rifle operation and safety procedures.
• Use and management of shooting range facilities.
• Delivery of training over a period of twelve (12) months.

Technical Requirements

The technical requirements encompass:

• Qualified trainers with expertise in firearm regulation and safety.
• Facilities equipped for handgun and rifle training, including shooting ranges compliant with safety standards.
• Provision of necessary firearms, safety gear, and training materials.
• Implementation of security and safety measures during training sessions.
• Compliance with all relevant legislation, including Regulation 21 and the Protection of Personal Information Act (POPIA).
• Proper handling, storage, and transportation of firearms and training documents, ensuring confidentiality and security.

Skills Requirements

The successful service provider must demonstrate:

• Expertise in firearm training and regulation compliance.
• Experience in conducting firearm refresher courses for security personnel.
• Ability to provide comprehensive training at secure and compliant facilities.
• Knowledge of safety protocols and emergency procedures related to firearm handling.
• Capacity to manage training logistics and ensure adherence to timelines.
• Understanding of data protection and confidentiality requirements, including POPIA compliance.
