Objectives

The primary objective of this tender is to procure services for the provision, repair, servicing, and maintenance of fire equipment and gas suppression systems at SABC offices in Gqeberha and Mthatha over a period of three years. The aim is to ensure the fire detection and gas suppression systems remain reliable, compliant with relevant standards (SANS 10139 and SANS 14520), and operational at all times through preventative and corrective maintenance.

Scope

The scope encompasses:

• Maintenance and servicing of fire detection systems including fire panels, alarms, smoke detectors, and manual call points.
• Servicing of fire suppression units such as FM200 gas systems, fire extinguishers (inside and outside), hose reels, fire hydrants, and pressure testing of geysers, boilers, and gas tanks.
• Annual preventative maintenance, inspections, testing, and certification of fire alarm and gas suppression systems.
• Twice-yearly maintenance and re-gassing of FM200 gas suppression systems.
• Maintenance of associated equipment including water booster pumps, fire blankets, and fire dampers.
• Response to emergency and non-emergency repair calls within specified timeframes.
• Provision of documentation, reports, and training related to fire system maintenance.

Technical Requirements

The technical requirements include:

• Compliance with SANS 10139 and SANS 14520 standards, as well as manufacturer specifications.
• Use of original or compatible replacement components to ensure system integrity and certification standards.
• Annual major preventative maintenance visits, with additional visits as needed based on system complexity and environmental conditions.
• Completion of detailed maintenance reports highlighting deviations, repairs, and recommendations.
• Response times: onsite within 8 hours for emergencies; next business day for non-emergencies.
• Testing of fire detection components, including smoke detectors, manual call points, warning devices, interface circuits, and control panels.
• Re-testing and maintenance of FM200 gas suppression systems, including integrity checks and certification.
• Coordination with municipal fire departments for network command centre testing.

Skills Requirements

The tender specifies that:

• Technicians must be registered with the South African Qualification & Certification Committee (SAQCC) for the fire industry.
• Bidder must demonstrate relevant experience in fire detection and gas suppression systems, supported by reference letters and project details.
• Key personnel, including the team leader and technicians, must hold valid SAQCC Fire certificates, with detailed CVs provided.
• Bidder should have a proven track record of similar projects, with documented previous and current host-to-host projects.
• Methodology and project execution plans should outline operational procedures, backup plans, warranty, support, and spares holding capabilities.
