Technical Requirements

The appointed service provider must:

  • Compile annual financial statements in accordance with GRAP standards, MFMA requirements, Treasury guidelines, circulars, and directives.
  • Ensure full compliance with legislative and policy frameworks.
  • Prepare all financial statements including the Statement of Financial Position, Statement of Financial Performance, Statement of Changes in Net Assets, Cash Flow Statement, and Notes to the AFS.
  • Review asset management and related transactions for GRAP compliance.
  • Support the municipality during the audit process.
  • Transfer skills to municipal staff through training and capacity building.

Skills Requirements

The bid must demonstrate the capability to deliver the scope through qualified and experienced personnel, including:

  • Project Director / Partner: CA(SA) or equivalent, with over 10 years municipal experience (for 12 points) or less than 10 years (0 points). Responsible for strategic oversight, stakeholder engagement, and final quality assurance.
  • Project Manager / Engagement Manager: Professional qualification (CA(SA), SAIPA, CIMA), proven experience in AFS compilation, and 5–8 years relevant experience (8 points) or less (0 points). Responsible for day-to-day management and coordination.
  • Senior Accountant: BCom NQF 7, BCompt NQF 7, or ND Accounting NQF6, with 3–5 years municipal AFS experience (6 points) or less (0 points). Responsible for preparing working papers, supporting schedules, and draft AFS.

Team members must submit CVs with certified certificates not older than 6 months.
