Objectives

The primary objective of this tender is to appoint a service provider to undertake repairs, renovations, and rehabilitation (RRR) of Grey Hospital, ensuring the hospital remains operational throughout the project. The project aims to deliver comprehensive refurbishment of various hospital buildings and facilities, adhering to health, safety, and environmental standards, with phased construction and minimal disruption to hospital services.

Scope

The scope includes:

• Major refurbishment of the hospital's high-rise building, including wards, clinics, support facilities, and service areas.
• Phased construction with decanting of departments, infection control measures, and coordination with hospital management.
• Repair, replacement, and upgrade of building elements such as floors, walls, ceilings, doors, windows, roofing, mechanical and electrical systems, and external building services.
• Provision of weatherproofing, accessibility features, signage, and external works including stormwater drainage and fencing.
• Implementation of phased completion, with specific activities for each section of the hospital, ensuring continuous hospital operation.
• Adherence to health and safety specifications, environmental management, and labour-intensive construction methods where applicable.

Technical Requirements

The technical scope encompasses:

• Refurbishment of specific hospital areas such as kitchens, laundry, mortuary, wards, treatment areas, and administrative offices.
• Upgrade of mechanical ventilation, electrical supply, and HVAC systems to meet infection control standards.
• Repair and replacement of roofing, windows, doors, ceilings, walls, sanitaryware, and finishes as per specifications.
• Installation of new signage, external lighting, and security features.
• Upgrade of external building elements including facades, stormwater drainage, and accessibility ramps.
• Execution of works in accordance with architectural, electrical, mechanical specifications, and health & safety standards.
• Phased construction with detailed decanting and site management plans, including temporary services and infection control barriers.

Skills Requirements

The tender requires contractors to demonstrate:

• CIDB grading of 9GB or higher in general building works.
• Relevant experience in hospital refurbishment, renovations, or large-scale construction projects.
• Qualified personnel including:
• Construction Managers (minimum NQF Level 6 or higher),
• Site Agents (minimum NQF Level 5 or higher),
• Foremen (minimum NQF Level 4 or higher),
• Construction Health & Safety Officers (fully registered with SACPCMP),
• Electrical, Mechanical, Civil/Structural Engineers with appropriate registration and experience.
• Experience in labour-intensive construction methods, with supervisory staff trained in relevant NQF unit standards.
• Capability to manage phased construction, decanting, infection control, and coordination with hospital operations.
• Proven track record in delivering similar projects within budget and time constraints.
• Ability to mobilize resources, plant, and materials, with capacity to meet technical and safety standards.

Additionally, bidders must demonstrate compliance with occupational health and safety regulations, environmental management, and labour participation targets, including employment of targeted labour and local suppliers.
