Objectives

The primary objective of this tender is to appoint a qualified Service Provider to conduct maintenance, servicing, refilling, and testing of fire equipment at Transnet Engineering, Bloemfontein. The goal is to ensure all fire safety equipment, including extinguishers, hose reels, hydrants, sprinklers, and related systems, are maintained in accordance with relevant standards, regulations, and Transnet’s safety policies, thereby ensuring operational safety and compliance.

Scope

The scope encompasses:

• Servicing, refilling, and pressure testing of fire extinguishers, hose reels, hydrants, sprinklers, and associated fire safety equipment across the Bloemfontein Centre and its depots.
• Inspection, repair, and replacement of defective fire equipment, including hydrostatic testing and reconditioning.
• Maintenance of fire hydrants, sprinkler systems, and lay flat hoses in accordance with standards such as SANS 1475, NFPA 10, NFPA 25, and other relevant regulations.
• Provision of trained personnel, certification, and compliance documentation for all maintenance activities.
• Coordination with the SHE (Safety, Health, Environment, and Quality) department and adherence to safety protocols during service activities.
• Preparation of maintenance records, fire registers, and compliance certificates.
• Adherence to specified service intervals, reporting, and defect rectification timelines.

Technical Requirements

• Compliance with national standards such as SANS 1475, SANS 1739, SANS 10400, NFPA 10, NFPA 25, and other applicable fire safety regulations.
• Certification and accreditation, including SANAS accreditation for hydrostatic testing, SAQCC certification for technicians, and ASIB listing for service personnel.
• Use of genuine, locally available spare parts and equipment.
• Provision of qualified personnel with relevant experience, including certified fire equipment technicians.
• Implementation of a comprehensive maintenance program, including scheduled inspections, pressure testing, and repairs.
• Provision of detailed work reports, certificates of compliance, and maintenance logs.
• Adherence to safety and environmental standards during all service activities.
• Availability of service vehicles and equipment to perform maintenance across multiple sites within the Bloemfontein region.

Skills and Skills Requirements

The tenderer must demonstrate:

• Certified technicians with SAQCC and SANAS accreditation, experienced in fire safety equipment maintenance.
• Knowledge of relevant standards such as SANS 1475, NFPA 10, NFPA 25, and other fire safety regulations.
• Ability to conduct hydrostatic pressure testing, repairs, and reconditioning of fire extinguishers and related equipment.
• Competence in inspecting, testing, and maintaining fire hydrants, sprinklers, hose reels, and fire alarm systems.
• Provision of qualified supervision and project management personnel.
• Experience in managing maintenance schedules, record-keeping, and compliance documentation.
• Capacity to supply and service equipment at multiple locations within the specified region.
• Understanding of health, safety, and environmental protocols relevant to fire safety maintenance.
