Objectives

The primary objective of this tender is to appoint a qualified Safety Agent (Construction Health and Safety Agent - CHSA) to oversee safety management during stages 5 and 6 of the expansion of the SKA Engineering Operation Centre (EOC) at Klerefontein Farm, Carnarvon, Northern Cape. The Safety Agent will act as a Client Agent, ensuring compliance with occupational health and safety regulations, supporting construction activities, and facilitating project close-out within an estimated duration of 3 to 5 months.

Scope

The scope includes:

• Provision of Construction Health and Safety Agent services for stages 5 and 6 of the EOC project.
• On-site safety management throughout the construction and project close-out phases.
• Ensuring compliance with the Occupational Health and Safety Act and Construction Regulations.
• Monitoring and reporting on safety performance, statutory obligations, and risk mitigation.
• Coordination of health and safety documentation and permits, including liaising with the Department of Employment and Labour.
• Potential provision of safety services on other SARAO projects as required.

Technical Requirements

The Safety Agent must:

• Be a registered Construction Health and Safety Agent (CHSA) with SACPCMP, with active registration.
• Have experience managing safety on projects valued at over R50 million.
• Demonstrate capability to perform services with skill, care, and diligence consistent with projects of similar scale and complexity.
• Ensure services are performed in accordance with the Occupational Health and Safety Act and Construction Regulations.
• Maintain professional indemnity insurance appropriate to the project’s risk profile.
• Immediately notify the Employer of any non-compliance or safety issues.
• Coordinate all health and safety documentation and permit applications with relevant authorities.

Skills Requirements

The successful bidder must possess:

• Active registration with SACPCMP as a Construction Health and Safety Agent.
• Proven experience in managing safety on large-scale construction projects (> R50 million).
• Ability to act as a Client Agent, providing professional safety oversight and advice.
• Strong knowledge of occupational health and safety legislation and construction regulations.
• Excellent communication and coordination skills to liaise with SARAO, contractors, and regulatory bodies.
• Capacity to perform on-site safety supervision throughout the project duration.
• Flexibility to provide safety services on other SARAO projects if required.
