Objectives

The primary objective of this tender is to procure comprehensive occupational health, primary healthcare services, and operational management of the medical centre at the CSIR Scientia campus for a period of three years. The services aim to ensure employee health and safety, compliance with relevant legislation, and the promotion of a healthy work environment.

Scope

The scope includes:

• Provision of occupational health services such as medical surveillance, health assessments, and fitness-to-work evaluations.
• Delivery of primary healthcare services including first aid, emergency medical care, and health promotion campaigns.
• Operational management of the CSIR medical centre, including staffing, stock management, administrative functions, and compliance with legal and regulatory requirements.
• Support for vaccination programs, medical waste management, and employee wellness initiatives.
• Staffing with qualified professionals: one Occupational Medical Practitioner and one Occupational Health Nursing Practitioner.

Technical Requirements

The technical requirements encompass:

• Development and implementation of medical surveillance/testing protocols based on workplace hazards.
• Conducting pre-employment, periodic, and exit medical examinations.
• Providing first aid and emergency support, including on-site medical emergency response.
• Monitoring and managing chronic medical conditions affecting employee fitness to work.
• Implementing health promotion and wellness campaigns (minimum of 3 per year).
• Reporting on clinic activities, injury data, and health interventions.
• Ensuring compliance with legislation such as OHSA, COIDA, HPCSA, SANC, POPIA, and environmental regulations.
• Administering workplace vaccinations and immunizations as required.
• Proper disposal of medical waste in accordance with environmental laws.
• Providing administrative and logistical support, including sourcing external services and maintaining stock levels.

Skills Requirements

The tender mandates the following skills and qualifications:

• Occupational Medical Practitioner: Must have a minimum of 5 years' work experience, a valid training certificate in Occupational Health from an accredited institution, and registration with the HPCSA.
• Occupational Health Nursing Practitioner: Must have at least 5 years' experience, registration with the South African Nursing Council, and completed training in areas such as audiometry, spirometry, vision testing, and medication dispensing.
• Proven ability to develop and manage medical surveillance protocols.
• Experience in health promotion, wellness campaigns, and employee health education.
• Strong administrative skills, including reporting, stock management, and liaising with external service providers.
• Knowledge of relevant South African legislation and standards related to occupational health and safety, environmental management, and data protection.
