Objectives

The primary objective of this tender is to appoint a qualified contractor to provide comprehensive debushing, landscaping, irrigation maintenance, vegetation control, and environmental upkeep services for the Mpumalanga International Food Market (MIF) over a period of 36 months. The goal is to ensure the site remains aesthetically appealing, environmentally compliant, operationally safe, and secure, supporting the vision of a world-class agricultural and logistics hub.

Scope

The scope includes:

• Provision of all labour, supervision, tools, equipment, machinery, and materials necessary for:
• Landscaping maintenance (lawn mowing, pruning, planting, mulching)
• Irrigation system inspection, repair, and management
• Debushing and vegetation control (manual and mechanical clearing)
• Wild grass slashing and fire-break management
• Vegetation clearing along fences, security zones, and CCTV corridors
• Environmental upkeep including waste removal and debris clearance
• Management of undeveloped land, stormwater corridors, buffer zones, and future development areas
• Regular inspections, scheduled maintenance, and reporting throughout the contract period
• Adherence to environmental, safety, and security standards as specified in the project specifications

Technical Requirements

The technical requirements specify that the contractor must:

• Provide all necessary equipment, machinery, and tools for landscaping, irrigation, and vegetation management
• Ensure compliance with relevant standards such as SANS specifications and environmental regulations
• Implement a detailed work program approved by the Engineer, including schedules for routine and emergency activities
• Maintain irrigation infrastructure, repair leaks, and optimize water usage according to seasonal needs
• Undertake continuous debushing, vegetation clearing, and fire-break maintenance across the entire site
• Ensure safety and environmental compliance, including waste management and pollution control
• Prepare and submit regular progress and activity reports
• Engage qualified personnel, including landscape technologists, safety officers, and supervisors, with relevant certifications and experience

Skills and Skills Requirements

The tender mandates that the contractor must possess:

• CIDB contractor grading of 75H or higher
• Proven experience in large-scale landscaping, vegetation management, and irrigation maintenance projects
• Qualified personnel including:
• Landscape Technologists or Technicians with relevant qualifications
• Safety Officers with OHSA certification
• Supervisors with experience in environmental and vegetation management
• Capability to supply and operate specialized equipment such as ride-on mowers, brush cutters, irrigation systems, and fire-break machinery
• Knowledge of environmental legislation, safety standards, and best practices for large-scale site maintenance
• Ability to develop and implement detailed work programs, safety plans, and environmental management plans
• Demonstrated capacity to manage ongoing environmental and vegetation control activities over a 36-month period
