Objectives

The primary objective of this tender is to appoint a service provider to monitor and eradicate alien and invasive vegetation at King Phalo Airport (KPA) over a period of three (3) years. The scope includes implementing an alien and invasive species (AIS) maintenance program that can be seamlessly continued by airport staff after the contract duration, ensuring effective control of declared and potential invasive plant species within the airport boundaries, in compliance with environmental legislation and safety standards.

Scope

The scope encompasses:

• Monitoring and eradication of identified alien and invasive plant species within KPA, including declared weeds and invaders as per the list provided.
• Implementation of control methods such as chemical, mechanical, and biological treatments, including manual removal, herbicide application, and other approved methods.
• Management of invasive species across various categories (1a, 1b, 2, 3) as per NEMBA regulations, with specific attention to preventing spread outside designated areas.
• Carrying out treatment, eradication, and follow-up activities, including re-establishment prevention, erosion control, and environmental protection measures.
• Ensuring compliance with environmental, health, and safety standards, including obtaining necessary permits and adhering to airport operational procedures.

Technical Requirements

The technical requirements include:

• Provision of a detailed project plan and program aligned with the scope of work and environmental standards.
• Use of approved herbicides and control methods, with proof of registration and compliance.
• Implementation of control phases: initial removal, follow-up, and re-infestation prevention, based on best practices such as Working for Water guidelines.
• Provision of qualified and experienced personnel, including herbicide applicators, supervisors, and environmental specialists, with relevant certifications and training.
• Use of suitable equipment and machinery, properly maintained and compliant with safety standards.
• Adherence to environmental management plans, safety procedures, and airport security protocols.
• Preparation and submission of safety, environmental, and operational documentation, including safety files, permits, and inspection records.
• Regular reporting, monitoring, and evaluation of progress, including contract performance meetings and progress reports.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in alien and invasive vegetation management, with references and track record of similar projects spanning at least 2-5 years.
• Qualified herbicide applicators with higher certificates or diplomas in relevant fields (Horticulture, Botany, Forestry) and registration with the Department of Agriculture, Forestry and Fisheries.
• Competence in environmental regulations, ISO 14000 standards, and safety legislation, including Occupational Health and Safety Act compliance.
• Ability to develop and implement integrated invasive species management plans, including chemical, mechanical, and biological control methods.
• Capacity to provide trained, competent, and trustworthy staff, including supervisors, safety officers, and environmental specialists.
• Effective communication, reporting, and documentation skills, with the ability to coordinate with airport authorities and environmental agencies.
• Knowledge of environmental legislation, permits, and compliance requirements relevant to airport operations and invasive species control.
