Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider to conduct a procurement analytics and value-for-money review for Iziko Museums of South Africa. The review aims to identify procurement inefficiencies, wastage, control weaknesses, suspicious transactions, and indicators of bid-rigging or related procurement manipulation. Additionally, the service provider may perform forensic follow-up work on high-risk transactions as instructed, supporting management in addressing procurement risks and enhancing procurement performance.

Scope

The scope includes:

• Conducting procurement analytics to assess procurement patterns, wastage, and compliance issues.
• Identifying suspicious transactions, bid-rigging indicators, supplier rotation, conflict-of-interest, and other procurement manipulation.
• Producing detailed reports on procurement inefficiencies, value-for-money concerns, and control weaknesses.
• Maintaining a register of transactions, suppliers, quotations, awards, and payments for review.
• Performing forensic follow-up work (document review, interviews, forensic analysis) on flagged high-risk transactions, subject to written approval.
• Providing forensic reports with evidence, recommendations, and management action plans.
• Presenting key findings and implications to governance structures such as EXCO and Council.
• Developing a project charter outlining objectives, scope, methodology, timelines, roles, confidentiality, and escalation protocols.

Technical Requirements

The technical requirements include:

• Access to forensic capacity, including cellphone and computer analysis, where lawful and necessary.
• Delivery of comprehensive reports covering procurement wastage, inefficiencies, value-for-money issues, and procurement patterns.
• Maintaining a register of transactions and flagged suspicious activities with supporting information and risk ratings.
• Assessment of bid-rigging, collusion, cover quoting, abnormal pricing, and related indicators.
• Identification of root causes behind procurement issues and control failures.
• Providing practical management recommendations with timelines and implementation roadmaps.
• Supporting forensic follow-up investigations with evidence collection, interviews, forensic analysis, and forensic reports.
• Presentation of findings to relevant governance bodies with clear recommendations.

Skills Requirements

The bidder must demonstrate:

• Experience in procurement analytics, SCM reviews, value-for-money assessments, and forensic finance.
• Capability to perform forensic follow-up work, including digital forensic analysis of cellphones and computers.
• Access to or capacity for digital forensic tools, methodologies, and evidence preservation protocols.
• Qualified personnel with certifications in digital forensics (e.g., CCE, EnCE, GCFE, GCFA, CISA, CISSP, CFE, etc.).
• Proven experience in conducting similar projects, supported by references and project documentation.
• Multidisciplinary team including procurement, forensic investigation, data analytics, and legal expertise.
• Declaration of independence and absence of conflicts of interest.
