Objectives

The primary objective of this tender is to procure gardening services for the Victoria Magistrate Court over a period of 36 months. The services include general maintenance, planting, pruning, lawn care, irrigation, weed and pest control, and cleaning of gutters and hard surfaces to ensure the garden and surrounding areas are kept neat, healthy, and aesthetically pleasing.

Scope

The scope of work encompasses:

• Maintenance of shrubs, perennial plants, trees, and landscaping plants, including pruning, fertilization, and transplanting.
• Lawns maintenance: mowing, trimming edges, fertilization, irrigation, weed and pest control, and grass planting.
• Cleaning of gutters, gutters, drains, pathways, and other hard surfaces twice annually.
• Management of wild grass and fire lanes along fences.
• Supply and application of garden materials such as fertilizers, compost, pesticides, herbicides, and planting materials.
• Provision of all necessary tools, machinery, transport, and personnel required for effective service delivery.
• Adherence to safety, environmental, and health regulations during service execution.

Technical Requirements

The technical requirements include:

• Provision of qualified groundsmen and supervisors with appropriate safety gear.
• Use of well-maintained, disease-free gardening equipment and machinery.
• Implementation of manual and mechanical weed control methods, avoiding herbicides where possible.
• Regular fertilization, watering, pruning, transplanting, and pest management as per specified standards.
• Cleaning of gutters and hard surfaces twice a year, with safety compliance.
• Proper disposal of debris, rubbish, and weeds daily.
• Adherence to safety protocols, PPE use, and site management procedures.
• Compliance with all relevant legislation, including Occupational Health and Safety Act and environmental regulations.

Skills Requirements

The successful bidder must demonstrate:

• Experience in landscaping, gardening, and grounds maintenance, preferably in government or institutional settings.
• Qualified personnel with knowledge of horticulture, pest control, and safety standards.
• Ability to operate and maintain gardening machinery and tools effectively.
• Capacity to manage and coordinate multiple tasks, including irrigation, pruning, fertilization, and cleaning activities.
• Knowledge of environmental best practices and compliance with health and safety regulations.
• Proven track record of delivering similar services within specified timeframes and budgets.
