Objectives

The primary objective of this tender is to appoint a contractor responsible for the construction of an underground main water line and the rehabilitation of services at Bram Fischer International Airport. The project aims to ensure the continuous and safe operation of airport infrastructure over a period of 24 months, with a focus on minimizing disruption to airport operations, maintaining safety standards, and complying with all relevant regulations and procedures.

Scope

The scope of work includes:

• Construction of underground water main lines.
• Rehabilitation of existing services, including runway and taxiway areas.
• Site establishment, including contractor campsites and storage areas.
• Coordination with airport authorities for airside access, traffic control, and safety procedures.
• Implementation of environmental, safety, and security measures.
• Management of construction activities within restricted airside areas, including night work and temporary closures.
• Compliance with airside operational procedures, including traffic management, signage, barricades, and communication protocols.

Technical Requirements

The technical requirements encompass:

• Design and construction of underground water pipelines according to approved standards.
• Rehabilitation of damaged runway panels, drainage systems, and ancillary works.
• Implementation of temporary traffic control facilities, signage, barricades, and lighting as per ICAO and South African standards.
• Provision of on-site storage and stockpile management, ensuring materials are stored within designated areas.
• Coordination with air traffic control and airport security for airside operations, including permits and escorts.
• Adherence to environmental considerations, safety plans, and contingency procedures.
• Management of night and day construction activities with appropriate safety and operational controls.
• Inspection, testing, and commissioning of installed services and infrastructure.

Skills Requirements

The contractor and their personnel must possess:

• Proven experience in underground water line construction and runway rehabilitation projects.
• Knowledge of airport airside safety procedures, security protocols, and air traffic control requirements.
• Competence in traffic management, signage, barricading, and night work operations within an airport environment.
• Ability to coordinate effectively with airport authorities, ATNS, Fire & Rescue, and other stakeholders.
• Qualified personnel with valid permits, including Airside Vehicle Operator Permits (AVOP) and security clearances.
• Skills in environmental management, safety planning, and emergency response procedures.
• Capability to prepare and submit method statements, routing plans, and contingency plans.
• Competence in communication systems, including radio operation and liaison with air traffic control.
