Objectives

The primary objective of this tender is to appoint a service provider capable of delivering end-to-end Total Rewards and Advisory Services to Sasria SOC Limited for a period of five (5) years. The goal is to establish a comprehensive, strategic, and sustainable Total Rewards framework that aligns with Sasria’s organizational strategy, legislative requirements, and industry best practices. This includes supporting talent attraction, motivation, retention, and ensuring remuneration practices are equitable, competitive, and compliant with relevant regulations.

Scope

The scope encompasses the provision of holistic Total Rewards services, including but not limited to:

• Strategy development and benchmarking
• Design and implementation of pay scales, grading systems, and reward bands
• Labour law and tax regulation compliance
• Ongoing advisory support and market analysis
• Development of variable pay components, benefits, and incentives
• Supporting organizational restructuring and growth responses
• Alignment with the existing nine (9) level grading system based on the Paterson framework
• Addressing workforce expectations and sustainability considerations

The services are expected to be delivered across multiple geographic locations and roles within Sasria’s staff complement of approximately 153 employees.

Technical Requirements

The technical requirements include:

• Development of a comprehensive Total Rewards strategy aligned with Sasria’s objectives
• Benchmarking against industry standards and market practices
• Design of pay scales, grading, and reward bands
• Implementation support and change management planning
• Provision of ongoing advisory services to respond to market, regulatory, and organizational changes
• Ensuring compliance with labour legislation, Employment Equity, and Equal Pay principles
• Preparation of detailed reports, reference letters, and documentation supporting the proposed solutions
• Adherence to governance standards suitable for a state-owned entity

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in delivering end-to-end Total Rewards consulting services
• Strong understanding of South African labour law, tax regulations, and employment equity principles
• Expertise in job grading, evaluation, and benchmarking methodologies
• Capability to develop and implement reward strategies tailored to organizational needs
• Experience in managing change and providing ongoing advisory support
• Ability to work across multiple geographic locations and diverse workforce roles
• Relevant team members with demonstrated skills and experience in Total Rewards, labour law, and industry best practices
• Capacity to produce comprehensive reports, reference letters, and technical documentation
