Objectives

The primary objective of this tender is to establish a contract for the supply, servicing, repairs, testing, and certification of breathing apparatus equipment and cylinders for the City of Cape Town. The contract aims to ensure the availability of compliant, tested, and certified breathing apparatus and cylinders over a maximum period of 36 months, supporting the city's safety and operational needs.

Scope

The scope encompasses:

• Supply of breathing apparatus equipment and cylinders, including related accessories and spare parts.
• Servicing, repairs, testing, and certification of equipment and cylinders to meet safety standards.
• Provision of testing and certification activities, including support from SANAS-accredited bodies or approved SLA arrangements.
• Supply and installation of associated infrastructure such as cylinder recharge safety cages, lockers, compressors, and filling panels.
• Provision of training, certification, and documentation for equipment support and maintenance.
• Contract duration not exceeding 36 months, with work allocated on an as-and-when basis based on operational needs.

Technical Requirements

The technical requirements include:

• Compliance with specified standards and legislation, including SANAS accreditation for testing/certification activities.
• OEM or distributor authorisation for supply, servicing, and warranty support of equipment and components.
• Provision of equipment that meets specified specifications, including weight, pressure ratings, durability, and safety features.
• Supply of cylinders (e.g., 300 Bar, carbon fibre reinforced), breathing compressors, safety cages, lockers, and associated accessories.
• Adherence to safety, quality, and environmental standards, including certification of safety valves, pressure vessels, and testing certificates.
• Implementation of an automatic filling system with safety and monitoring features.
• Provision of comprehensive documentation, including certificates, manuals, and safety compliance reports.

Skills and Skills-Related Requirements

The tenderer must demonstrate:

• Authorisation and certification from Original Equipment Manufacturers (OEMs) for support, servicing, and warranty management.
• Sanctioned accreditation from SANAS or equivalent bodies for testing and certification activities.
• Technical competence and experience in handling high-pressure cylinders, breathing apparatus, and related safety equipment.
• Qualified personnel capable of performing repairs, servicing, testing, and certification in accordance with relevant standards and legislation.
• Capability to supply, install, and commission equipment including compressors, safety cages, lockers, and filling panels.
• Experience in managing safety-critical equipment, including adherence to occupational health and safety regulations.
• Ability to provide training, technical support, and documentation to city personnel.
• Proven track record in working with municipal or similar government agencies, with references to past projects.
