Objectives

The primary objective of this tender is to secure a qualified service provider to perform servicing of fire safety equipment at the Scottburgh SAPS, including 22 fire extinguishers (12 x 4kg and 10 x 9kg), 12 fire hose reels, with the last service date recorded as October 2024. The service aims to ensure compliance with safety standards, maintain operational readiness, and adhere to relevant legislation and standards.

Scope

The scope encompasses:

• Servicing of 22 fire extinguishers (12 x 4kg and 10 x 9kg)
• Inspection and servicing of 12 fire hose reels
• Compliance with statutory standards such as SANS 10400, SANS 1475, SANS 10139, and others
• Adherence to occupational health and safety regulations
• Provision of necessary certifications and documentation upon completion
• Site familiarization, risk assessment, and coordination with the Chief Works Manager
• Immediate commencement of work upon official order, with a maximum duration of one month

Technical Requirements

The technical requirements include:

• Annual servicing of portable fire extinguishers as per SANS 1475
• Pressure testing of extinguishers exceeding 5 years since last test
• Inspection and testing of fire hose reels for leaks, blockages, and operational integrity
• Testing of fire detection and alarm systems, including control panels and backup batteries
• Inspection and testing of fire hydrants and associated components
• Coordination with the relevant authorities to isolate systems during testing
• Provision of a comprehensive Fire Equipment Register and certification of completed works
• Compliance with all relevant standards, legislation, and municipal by-laws

Skills and Skills Requirements

The tenderer must demonstrate:

• Qualified technicians with valid SAQCC Fire registration (for technicians working on fire equipment and detection systems)
• Proof of an SABS 1475 approved servicing facility
• Registration with the Automatic Sprinkler Inspection Bureau (ASIB) if sprinkler works are involved
• Valid Department of Labour Workman's Compensation (COIDA) registration and good standing
• Comprehensive public liability insurance
• Experience in fire safety equipment servicing, maintenance, and compliance
• Ability to prepare and submit detailed reports, certificates, and documentation
• Capacity to respond promptly to warranty calls and rectify defects within 48 hours
• Personnel with appropriate technical qualifications, experience, and capacity to complete the scope within the stipulated timeframe
