Objectives

The primary objective of this tender is to procure infusion pumps with accessories that meet specified technical and quality standards for Ngwelezane Hospital, KwaZulu-Natal. The procurement aims to ensure the availability of reliable, safe, and compliant infusion devices capable of precise fluid delivery, blood administration, and integrated alarm functionalities to support patient safety and effective clinical operations.

Scope

The scope encompasses the supply, delivery, installation, testing, calibration, and commissioning of ten (10) infusion pumps with accessories. It includes providing comprehensive documentation such as manuals, training, and optional accessories, as well as ensuring ongoing support, maintenance, and spare parts availability for a minimum of ten years. The scope also covers compliance with technical specifications, safety standards, and regulatory requirements within the KwaZulu-Natal health sector.

Technical Requirements

• The infusion pumps must be suitable for adult, paediatric, and neonatal applications, with capabilities for blood administration and automatic regulation of infusion rates.
• The units must operate from both mains power (220V ±10%, 50Hz) and internal rechargeable batteries with a minimum operation time of 6 hours at 125 ml/h.
• Features include user-selectable infusion rates (1-999 ml/h), volume limits (1-9999 ml), rapid response times, and safety mechanisms preventing rate changes during infusion.
• Alarm systems must detect and alert for conditions such as air in line, occlusion, low battery, door open, infusion set removal, and system malfunctions, with audible warnings.
• The units must be protected against over-charge/discharge, electromagnetic interference, and comply with international safety standards (IEC 60601-1, 60601-1-2).
• Supplied manuals must include operation, maintenance, fault finding, circuit diagrams, and software for troubleshooting and calibration.
• Optional accessories and spare parts must be available for at least 10 years, with clear pricing and compatibility details.
• Guarantee/warranty period of at least 24 months, with provisions for maintenance, calibration, and repairs during and after the warranty period.

Skills Requirements

• The supplier must have a well-established service and repair facility within KwaZulu-Natal, capable of servicing, repairing, and calibrating the infusion pumps.
• Technicians must be trained by the original equipment manufacturer (OEM) and possess relevant certification, with proof of OEM training submitted with the bid.
• Technicians should be available within 24 hours for maintenance or repairs, with details of personnel and contact information provided.
• The supplier must provide technical support, ongoing training, and documentation to the Department of Health’s technical staff and end-users.
• All equipment must be compliant with safety, electrical, and regulatory standards, with proper certification and licensing (e.g., Radiation Control license if applicable).
