Objectives

The primary objectives of the Sanral Contractor Development Programme (CDP) are to:

• Support the development of black contractors from CIDB grades 5CE to 9CE.
• Enhance the sustainability and capacity of emerging contractors.
• Improve the quality of work produced by participating contractors.
• Encourage contractors to upgrade their CIDB grades in line with development plans.
• Provide structured training, mentorship, and business development opportunities.

Scope

The scope of the programme includes:

• Participation of eligible black contractors in selected projects across all 9 provinces of South Africa.
• Contractors will be allocated a maximum of one project during their participation.
• Contractors must comply with project-specific health and safety requirements, including submission of health and safety plans.
• Mandatory participation in accredited training and skills development programs.
• Implementation of recommendations from assigned business mentors.
• Progression to higher CIDB grades upon successful completion of projects based on predefined criteria.
• Exit from the programme after five years or upon project cycle completion, with provisions for early exit under certain conditions.
• The programme covers civil engineering scope of work for contractors from Grade 5 to Grade 9.

Technical Requirements

Contractors must:

• Be registered in the CIDB Civil Engineering class for grades 5CE to 9CE.
• Disclose current contracts, conflicts of interest, related-party relationships, and capacity constraints.
• Have a maximum of two active projects, including subsidiaries, at the time of participation.
• Meet health and safety standards, including submission of safety plans.
• Participate in accredited training and skills development aligned with CIDB requirements.
• Implement business development and mentorship recommendations.
• Progress through CIDB grades based on performance and capacity upgrades.
• Comply with all applicable procurement, legal, and governance frameworks.

Skills Requirements

Respondents and participating contractors are expected to possess:

• Relevant experience in civil engineering and road construction projects.
• CIDB registration in grades 5CE to 9CE, with evidence of past project completion.
• Financial capacity aligned with project requirements, assessed through CIDB and financial ratings.
• Ownership and management structures compliant with B-BBEE ownership criteria, with preference for black ownership, including women, youth, persons with disabilities, and military veterans.
• Capability to undertake health and safety management, including submission of safety plans.
• Qualified key personnel with relevant experience and professional registration where applicable.
• Good standing with tax authorities, evidenced by valid tax compliance certificates.
• Demonstrated history of participation in contractor development programmes or similar initiatives.
• Compliance with POPIA and other legal requirements related to data protection and confidentiality.
