Objectives

The primary objective of this project is to upgrade the existing oxidation ponds at Edenville/Ngwathe to improve their performance and capacity. The upgrade aims to construct new inlet works, anaerobic ponds, upgrade existing ponds to meet aerobic and facultative requirements, and enhance associated infrastructure such as channels, stormwater diversion, fencing, and operational facilities. Additionally, the project emphasizes local enterprise development, job creation, training, and the use of labour-intensive methods to benefit the local community.

Scope

The scope of work includes:

• Construction of inlet works with screening, grit removal, and flow measurement facilities.
• Building two anaerobic ponds with specified dimensions and lining, including sludge draw-off systems.
• Refurbishment and reshaping of existing ponds to meet aerobic and facultative pond requirements, with specified retention times.
• Construction of concrete channels for chlorination, upgrade of the maturation pond, and installation of sludge drying beds.
• Upgrading access roads, stormwater diversion channels, berms, perimeter fencing, and access gates.
• Provision of an operations building, staff facilities, and training areas.
• Implementation of environmental management, safety, and community liaison measures.

The project covers all materials, labour, plant, equipment, site establishment, and training necessary for the successful completion of the upgrade, with an emphasis on local employment and enterprise participation.

Technical Requirements

• Construction of ponds with specified dimensions, lining (HDPE liners), and sludge management systems.
• Implementation of inlet works, channels, stormwater diversion, fencing, and operational facilities as per project and standard specifications.
• Use of labour-intensive construction methods where specified, with appropriate supervision and management.
• Compliance with environmental, health, and safety standards, including environmental management plans, pollution control, and safety regulations.
• Provision of detailed design, manufacturing, and as-built drawings, with approvals from the Engineer.
• Adherence to specified retention times, pond depths, and flow capacities to ensure effective treatment.
• Implementation of community engagement, local employment, and training programs aligned with EPWP requirements.

Skills Requirements

• Registration of the contractor with CIDB at grade 7CE or higher.
• Experienced management and supervisory personnel with relevant qualifications:
  • Project Manager (BSc/BTech Civil Engineering or Construction Management, NQF 7, minimum 5 years’ experience)
  • Site Agent (NQF 5, ND Civil Engineering, registration with ECSA, minimum 5 years’ experience)
  • Foreman (NQF 4, relevant experience)
• Competent health and safety personnel, including a full-time Construction Manager and Safety Officer, registered as per Construction Regulations.
• Personnel with experience in labour-intensive construction methods and community engagement.
• Management and supervisory staff capable of implementing environmental, safety, and quality standards.
• Skilled workers trained in relevant construction and safety procedures, with proof of competency and training.
• Ability to demonstrate financial viability and capacity to execute the project within specified timelines.
• Knowledge of environmental management, safety regulations, and community liaison protocols.
