Objectives

The primary objective of this tender is to procure services for the purchase, collection, and removal of used transformer oil at the Eastern Cape Operating Unit over a period of thirty-six (36) months. The aim is to ensure environmentally compliant handling and disposal of used transformer oil, minimizing environmental impact and adhering to relevant environmental policies and regulations.

Scope

The scope encompasses:

• Purchase and removal of used transformer oil from the Eastern Cape Operating Unit.
• Environmental management related to the handling, transportation, and disposal of hazardous and dangerous goods, including transformer oil.
• Compliance with environmental policies, legal obligations, and safety standards during all activities.

Technical Requirements

The technical requirements include:

• Submission of an Environmental Policy signed by top management, outlining commitments to environmental protection, compliance, and continual improvement.
• Provision of an organizational structure with designated environmental officers or representatives responsible for environmental management.
• Development of an Impacts Register to assess and rate environmental aspects and impacts (Low, Medium, High).
• Implementation of an Environmental Management Plan (EMP) addressing significant environmental aspects, risks, and opportunities, including specific site-based risks such as working in protected areas or wetlands.
• Preparation of a Waste Management Plan (WMP) detailing waste streams, pollution prevention, waste minimization, and disposal strategies.
• Development of an Emergency Preparedness & Response Plan to handle incidents like chemical spills or pollution events, including stakeholder contact details and communication strategies.
• Maintenance of environmental incident registers, training matrices, and competency proof for staff involved.
• Provision of environmental appointment letters with clear roles, responsibilities, and authorities.
• Compliance with permits for transporting hazardous waste and outsourcing of spill response or hazardous waste handling, with appropriate accreditation or licenses.

Skills Requirements

The tender requires bidders to demonstrate:

• Proficiency in environmental management systems, particularly ISO 14001:2015 standards.
• Ability to develop and implement environmental policies, plans, and procedures.
• Experience in managing hazardous waste transportation and disposal, including obtaining necessary permits.
• Capability to conduct environmental impact assessments and develop mitigation strategies.
• Competence in emergency response planning and execution.
• Staff with relevant environmental training and certification, with proof of competency.
• Effective communication skills for internal and external environmental reporting and stakeholder engagement.
