Objectives

The primary objective of this tender is to appoint a qualified contractor to perform identification, classification, selection, installation, maintenance, and training related to hazardous locations at Duvha Power Station for a period of 5 years (60 months). The contractor will also be responsible for conducting earth mat tests on all plant systems, including but not limited to hazardous locations, and providing training to Eskom personnel to ensure safe and compliant operation of electrical equipment in explosive atmospheres.

Scope

The scope encompasses:

• Identification and classification of hazardous locations based on standards such as SANS 10108 and relevant regulations.
• Selection of appropriate equipment for hazardous areas in accordance with standards like SANS 10108 and SANS 60079-14.
• Installation, inspection, and maintenance of electrical equipment in classified hazardous locations.
• Conducting earth mat tests in all electrical systems in units 1 to 6 and associated plant, including substations.
• Compilation and submission of professional reports to the Hazloc Committee and Electrical Engineering.
• Provision of tools, equipment, materials, and personnel for execution of tasks.
• Training of Eskom staff on hazardous location safety, inspection, and maintenance procedures.
• Development and implementation of safety, inspection, and maintenance procedures, including method statements and quality control plans.
• Ensuring compliance with legal, safety, and environmental standards throughout the project duration.

Technical Requirements

The technical evaluation criteria include:

• Proof of registration with the Department of Labour as an electrical contractor and qualified personnel (e.g., Master Installation Electrician, ECSA registered engineer/technologist).
• Demonstrated experience with similar hazardous location projects, supported by project references and completion certificates.
• Development and submission of comprehensive method statements, safety plans, and quality control plans aligned with standards such as SANS 60079-14, SANS 60079-10-1, and SANS 60079-10-2.
• Qualification and competency of personnel involved in design, installation, inspection, and maintenance activities.
• Provision of detailed inspection, testing, and maintenance procedures, including risk assessments and safety measures.
• Compliance with statutory and regulatory requirements, including submission of Certificates of Compliance and safety certificates.
• Implementation of risk management, safety, and environmental controls as per standards and regulations.
• Development of detailed area classification reports, equipment selection documentation, and installation procedures.
• Provision of training and transfer of knowledge to Eskom personnel.

Skills and Competency Requirements

The tenderer must demonstrate:

• Qualified personnel with relevant certifications (e.g., ECSA registration, safety training such as SAMTRAC).
• Experience in classification, selection, installation, and maintenance of electrical equipment in hazardous locations.
• Ability to develop and implement safety, inspection, and maintenance procedures, including method statements and quality control plans.
• Competence in conducting earth mat tests, area classification, and equipment certification in compliance with standards.
• Knowledge of applicable standards such as SANS 10108, SANS 60079 series, and relevant safety regulations.
• Capability to prepare detailed reports, safety documentation, and training materials.
• Experience in managing subcontractors and external suppliers, including quality assurance and compliance monitoring.
• Ability to provide ongoing training and knowledge transfer to Eskom staff.

The successful tenderer must possess the necessary technical expertise, qualified personnel, and experience to ensure safe, compliant, and effective management of hazardous locations at Duvha Power Station.
