Objectives

The primary objective of this tender is to appoint qualified service providers to render comprehensive security services across nine (9) designated areas of LEDA for a period of thirty-six (36) months. The aim is to ensure the safety, security, and protection of LEDA premises, assets, personnel, and visitors through trained and competent security personnel and appropriate security measures.

Scope

The scope encompasses the provision of security services at various LEDA locations, including offices, training centers, industrial areas, and shopping centers within the nine specified areas. Services include patrolling, access control, asset and personnel escorting, crime prevention, and adherence to specific Standard Operating Procedures (SOPs). The scope also involves compliance with relevant legislation, provision of security equipment, uniforms, and tools of trade, as well as operational management and reporting requirements.

Technical Requirements

• Provision of trained, qualified, and PSIRA-registered security personnel for day and night shifts as specified per area.
• Deployment of security officers with valid PSIRA ID cards, proper uniforms, and adherence to conduct standards (e.g., no alcohol, neat appearance).
• Implementation of access control measures in compliance with applicable Acts (Control of Access to Public Premises and Vehicles Act, Criminal Procedure Act, Firearms Control Act, etc.).
• Provision of necessary security equipment such as torches, batons, handcuffs, two-way radios, metal detectors, motor vehicles, quad bikes, tracking devices, and firearms safety deposit units.
• Establishment of a 24-hour security control room, with proof of ownership or lease of security equipment and operational offices within Limpopo or South Africa.
• Development and adherence to SOPs, including patrols, incident reporting, vehicle checks, and visitor management.
• Compliance with legal and safety standards, including Firearms Control Act, Private Security Industry Regulation Act, Occupational Health and Safety Act, and other relevant legislation.
• Provision of tools of trade, uniforms, registers, and documentation as specified.

Skills Requirements

• Security personnel must be PSIRA-registered with valid ID cards and firearms licenses where applicable.
• Personnel must demonstrate competence in access control, patrolling, incident response, and report writing.
• Operational management staff must have experience in security operations, emergency response, and client liaison.
• Security officers must maintain professionalism, neat appearance, and strict adherence to conduct and safety protocols.
• Bidder’s project managers and supervisors should have the capacity to coordinate security operations across multiple sites, including emergency response and reporting.
• Technical proficiency in operating security equipment such as two-way radios, tracking systems, and alarm systems.
