Objectives

The primary objective of this tender is to establish a panel of qualified financial consultants to provide specialized services to Ray Nkonyeni Municipality over a three-year period. The services include financial statement preparation, review, audit support, asset register management, revenue enhancement, VAT & tax advisory, internal audit services, and related financial consultancy functions.

Scope

The scope encompasses:

• Provision of financial consultancy services aligned with GRAP standards and mSCOA regulations.
• Support in debtors aging analysis, consolidation review, and all other audit queries.
• Participation in risk committees and compliance with relevant regulations affecting municipal operations.
• Preparation, review, and support for financial statements and related reports.
• Advisory on internal controls, revenue enhancement, VAT, and tax matters.
• Assistance with all other financial and audit-related queries as required by the municipality.

Technical Requirements

Applicants must demonstrate:

• At least five (5) years of relevant experience in government internal audit or finance fields, supported by appointment letters and references.
• Qualified team members with a minimum of ten (10) years of experience in internal audit or finance, with relevant professional certifications such as CA(SA), CIA, TA(SA), or equivalent.
• Experience in internal audit or finance within government sectors, with key personnel holding NQF Level 7 or higher qualifications.
• Knowledge of GRAP standards, mSCOA regulations, and municipal financial management frameworks.
• Ability to provide comprehensive support, including on-site supervision, training, and technical assistance.

Skills Requirements

Applicants must possess:

• Strong expertise in financial statement preparation, audit support, and internal controls.
• Proven experience in revenue enhancement, VAT, and tax consultancy within a municipal or government context.
• Excellent understanding of GRAP standards and municipal financial legislation.
• Ability to analyze financial data, prepare reports, and provide strategic financial advice.
• Effective communication skills for stakeholder engagement and reporting.
• Competence in using Microsoft Teams and other virtual collaboration tools for meetings and presentations.
