Objectives

The primary objectives of this tender are to establish a panel of qualified building contractors to provide services over a three-year period. The focus is on delivering infrastructure improvements, including road and building projects, using labour-intensive methods to promote local employment and skills development. The panel aims to facilitate timely, cost-effective, and quality construction services aligned with municipal development goals, including adherence to safety, environmental, and social standards.

Scope

The scope encompasses the appointment of a panel of building contractors with CIDB grades 3GB to 8GB (or higher) for a period of three years. The contractors will undertake various building and infrastructure projects as required by the Ingquza Hill Local Municipality, including:

• Road gravelling and drainage improvements
• Construction, maintenance, and repair of municipal buildings and infrastructure
• Labour-intensive construction activities involving local workforce
• Engagement of subcontractors for specific work items, with compliance to specified standards

Work will be allocated based on project value, CIDB grading, and performance, with a maximum procurement threshold of R130 million per project, and overall panel management over three years.

Technical Requirements

• Registration with the CIDB at grades 3GB to 8GB or higher
• Provision of a valid Tax Clearance Certificate and CIDB registration proof
• Submission of a comprehensive Health and Safety Plan compliant with Occupational Health and Safety Act No 85 of 1993 and Construction Regulations 2003
• Demonstration of relevant experience through previous projects, including completion certificates and references
• Provision of detailed methodology, preliminary programme, and schedule of plant and equipment
• Use of labour-intensive methods to maximize local employment opportunities
• Insurance coverage for works, personnel, and third-party liabilities
• Adherence to environmental and safety standards, including COVID-19 protocols
• Compliance with procurement and contractual procedures, including submission of returnable documents and declarations

Skills Requirements

• Management and supervisory management with at least 5-15 years of relevant experience, including NQF Level 5 qualifications
• Key personnel such as Contract Managers, Site Agents, and Health & Safety Officers with specified minimum experience and qualifications
• Proficiency in project methodology, scheduling, and resource planning
• Ability to implement labour-intensive construction techniques and mobilize local workforce
• Strong health, safety, and environmental management skills
• Financial management skills, including experience with project costing and budgeting
• Knowledge of legal and regulatory compliance, including CIDB standards and municipal procurement policies
• Effective communication and liaison skills for stakeholder engagement, including community liaison and coordination with municipal authorities
