Objectives

The primary objective of this tender is to establish a Conservation Maintenance Contract for the Majuba Nature Reserve at Majuba Power Station over a period of 36 months. The contract aims to ensure effective conservation maintenance, invasive species control, habitat rehabilitation, and related activities to preserve and manage the natural environment of the reserve.

Scope

The scope of work includes:

• Provision of labour for conservation maintenance tasks and plant invader control.
• Supply of herbicides, spares, and equipment for invasive species clearing and maintenance.
• Maintenance and repair of equipment used in invasive species management, groundwater supply, fencing, and access gates.
• Rehabilitation of erosion-linked areas with vegetation replanting.
• Supply of winter food for game animals.
• Management of work via SAP task orders, including planning, supervision, and reporting.
• Implementation of health, safety, and environmental protocols, including fitness for duty and site access procedures.

Technical Requirements

The technical requirements encompass:

• Adherence to the NEC3 Term Service Contract (TSC3) Option A pricing model.
• Development of a detailed plan linking operations to the price list for satisfactory cash flow.
• Provision of qualified personnel with specified training and experience, including supervisors, general workers, and specialized operators.
• Compliance with safety, health, and environmental standards, including SHE plans, risk assessments, and relevant legislation.
• Use of SAP system for task management and documentation.
• Implementation of fitness for duty, site access, and security procedures.
• Environmental management aligned with legislation and heritage resources protection.

Skills Requirements

The tender specifies the following skills and qualifications:

• General Workers: Semi-skilled, literate, physically fit, with herbicide usage training, brushcutter, chainsaw, and chipper operation experience. At least one must have valid first aid (Level 2).
• Assistant Officer (Supervisor): National Diploma in Nature Conservation or equivalent, minimum 5 years reserve management experience, pest control certification, alien vegetation clearing experience, staff management skills, GPS and map reading proficiency, SHE and OHS knowledge.
• Operators: Valid Public Drivers Permit, experience with invasive species identification and eradication, and equipment operation training.
• Specialized Skills: First aid, environmental management, safety supervision, and compliance with health and safety legislation.
