Objectives

The primary objective of this tender is to appoint a service provider to supply comprehensive cleaning and hygiene services for all offices of the Road Accident Fund (RAF) over a period of five (5) years. The aim is to ensure clean, hygienic, and well-maintained office environments across multiple regions, adhering to specified standards and legislative requirements.

Scope

The scope encompasses:

• Provision of cleaning, hygiene, fumigation, and pest control services for all designated RAF offices nationwide.
• Delivery of both scheduled daily/weekly cleaning activities and ad-hoc specialized cleaning services.
• Supply of all cleaning equipment, consumables, and materials required for daily operations.
• Implementation of security vetting, compliance, and reporting requirements.
• Adherence to specified service levels, reporting, and monitoring of performance.
• Separate bids must be submitted for each office location; one bid covering multiple offices will lead to disqualification.

Technical Requirements

The technical scope includes:

• Provision of experienced cleaning staff with minimum specified qualifications and experience (e.g., supervisors with ≥3 years, cleaners with ≥2 years).
• Supply and installation of all necessary cleaning equipment and consumables, compliant with SABS standards.
• Regular cleaning activities such as dusting, mopping, waste disposal, window cleaning, and specialized tasks (fumigation, pest control, etc.) as per detailed activity schedules.
• Provision of necessary infrastructure, including equipment, chemicals, and safety gear, with timely delivery and maintenance.
• Compliance with legislative and safety standards, including SARS tax compliance, COIDA, public liability insurance, and waste management regulations.
• Staff vetting and replacement if staff are found unsuitable during vetting processes.
• Monitoring and reporting on service delivery, adherence to Service Level Agreements (SLAs), and progress tracking.

Skills Requirements

The successful bidder must demonstrate:

• Experience in providing cleaning and hygiene services for similar-sized facilities, supported by at least three reference letters.
• Qualified supervisory staff with Matric/Grade 12 and a minimum of 3 years supervisory experience in cleaning services.
• Proposed cleaners with at least 2 years’ relevant experience, with CVs to be submitted for verification.
• Technical competence in operating cleaning machinery, handling chemicals, and implementing hygiene protocols.
• Knowledge of legislative compliance, health and safety standards, and environmental regulations.
• Ability to provide trained, vetted staff and replace staff if necessary during the contract period.
• Capacity to supply all required equipment, consumables, and infrastructure as per specifications.
