Objectives

The primary objective of this tender is to upgrade Thokoza Road from gravel to asphalt within Ward 103, Kwasondela Area, Outer West. The project aims to improve road infrastructure by undertaking earthworks, concrete works, stormwater drainage, protection works, and asphalt surfacing to deliver a durable and functional roadway that supports community mobility and safety.

Scope

The scope of work includes:

• Earthworks and layerworks including cut and fill operations
• Construction of drainage systems such as stormwater pipes, inlets, and headwalls
• Construction of concrete structures like manholes, inlets, and headwalls
• Asphalt road construction, including base and surfacing layers
• Concrete driveway slabs, V-drains, and retaining structures (gabion boxes, geolock walls)
• Provision and installation of road signs, markings, and safety measures
• Proving of underground services and ensuring no damage occurs during construction
• Site clearance, preparation, and reinstatement
• Implementation of environmental and safety management plans

Technical Requirements

The technical requirements encompass:

• Adherence to the Standard Conditions of Tender (CIDB GCC 2015) and Project Specifications
• Compliance with the Standard Specifications for Road and Bridge Works (SANS 1921 series)
• Use of approved materials, including specific standards for asphalt, concrete, geosynthetics, and drainage components
• Implementation of environmental management and occupational health and safety plans
• Proving of existing underground services before excavation
• Proper traffic accommodation and signage in accordance with SANS 1921-2 and SADC standards
• Provision of detailed construction and traffic management programmes
• Use of qualified personnel with relevant experience, including site agents, safety officers, and community liaison officers
• Compliance with municipal and national regulations regarding environmental, safety, and construction standards

Skills and Competency Requirements

The tenderer must demonstrate:

• Registration and good standing with the CIDB in a contractor grading designation of at least 5 CE
• Verifiable experience in similar road construction projects within the past 10 years, including at least three contracts of similar scope and value
• Proven capability to undertake earthworks, asphalt paving, drainage, and concrete works
• Qualified personnel, including a Site Agent with a minimum of 3 years relevant experience and safety officers certified in occupational health and safety regulations
• Ability to provide a comprehensive Health and Safety Plan and Environmental Management Plan
• Registration on the National Treasury’s CSD and the eThekwini Municipality Supplier Portal
• Compliance with B-BBEE requirements, including submission of valid certificates or affidavits
• Capacity to mobilize resources, including plant, materials, and labour, to meet project timelines
