Objectives

The primary objective of this tender is to appoint a qualified service provider to design and reconstruct Shop Nos 1, 2, 3 & 4 at IDFC Jozini Shopping Centre, which were damaged by fire. The project aims to restore the shops to a safe, compliant, and functional condition, incorporating modern standards, improved resilience, and ensuring aesthetic harmony with the existing shopping centre. Additionally, the project seeks to contribute to local economic regeneration, job creation, and enhanced community service delivery in the Jozini area.

Scope

The scope of work includes:

• Assessment of fire damage, including structural, electrical, mechanical, and hazard analysis.
• Demolition of unsafe structures and site clearance.
• Design development, including architectural, structural, electrical, mechanical, and fire protection systems, aligned with existing designs and standards.
• Reconstruction of the damaged structures, including foundations, walls, roofing, and building envelope.
• Installation of electrical, plumbing, HVAC, and fire safety systems.
• Implementation of fire safety and risk mitigation measures.
• Quality assurance, project management, testing, commissioning, and handover.
• Compliance with statutory approvals, environmental and health regulations, and building standards.

The project duration is approximately 12 months, covering design, approval, procurement, construction, and handover phases.

Technical Requirements

• Conduct detailed structural and fire damage assessments.
• Ensure compliance with National Building Regulations, South African Bureau of Standards, municipal approvals, and environmental standards.
• Design and implement fire detection, alarm, and suppression systems with fire-resistant materials and proper compartmentalisation.
• Rebuild structural elements, restore building envelope, and install necessary systems to meet safety and functional standards.
• Engage qualified professionals including project managers, architects, engineers, and safety officers, all with relevant registration and experience.
• Ensure all construction work matches the existing shopping centre’s aesthetic and architectural detailing.
• Implement health and safety management in line with Occupational Health and Safety Act.
• Test and commission all systems before handover, providing occupancy certificates and final completion documentation.

Skills Requirements

• Project management expertise with a certified Project Manager registered with the South African Council for Project and Construction Management Profession.
• Architectural design skills with experience in design and build projects of similar scope and scale.
• Structural, electrical, mechanical, and civil engineering professionals registered with relevant councils (ECSA, SACPCMP, SACQSP) with at least 5 years of relevant experience.
• Construction team including a Construction Manager (NQF 6 or higher), Site Foreman, and Supervisors with relevant registration and over 5 years of experience.
• Health and Safety officers with SACPCMP registration and relevant experience.
• Specialist contractors for fire safety, HVAC, electrical, plumbing, and structural works, all with appropriate registration and experience.
• Ability to work collaboratively with local contractors and service providers, ensuring skills transfer and local labour participation where possible.
• Demonstrated experience in delivering turnkey construction projects within budget and timeframe, with references for projects exceeding R10 million.
