Objectives

The primary objective of this project is to upgrade a 2.4 km section of Masomini Road in Ward 07 to improve road quality and contribute to socio-economic development within the community. The project aims to deliver the construction within the 2026/27 financial year, ensuring compliance with South African standards and industry norms, and to facilitate better transportation and community connectivity.

Scope

The scope of work includes:

• Road upgrading to asphalt surface, including clearing, grubbing, and roadbed preparation.
• Construction of drainage structures such as culverts, stormwater channels, and manholes.
• Installation of guardrails, road signs, and markings.
• Labour-intensive construction methods to promote local employment, including relocation of existing services, construction of stormwater infrastructure, and landscaping.
• Provision of site facilities, including offices, laboratories, and accommodation for traffic and safety management.
• Environmental management, safety measures, and compliance with relevant legislation and standards.

Technical Requirements

The project must adhere to:

• South Africa's Standardized Specifications for Civil Engineering Construction (SABS 1200 series).
• Standards and guidelines for highway construction (TRH and TMH series).
• Design and construction standards for earthworks, pavements, drainage, and asphalt surfacing.
• Environmental management plans and geotechnical investigations.
• Labour-intensive construction methods as per SANS 1914-5:2004, including specific procedures for trenching, excavation, and material handling.
• Health and safety regulations in line with Occupational Health & Safety Act 85/1993 and Construction Regulations (2014).
• Use of local labour and targeted enterprise participation, with specific targets for employment and enterprise development.

Skills and Skills Requirements

The tender requires bidders to demonstrate:

• CIDB contractor grading of 6CE or higher.
• Experience in civil engineering construction, including roadworks, drainage, and asphalt surfacing.
• Qualified management and supervisory personnel with relevant NQF levels (minimum NQF 5/6 for site supervisors, NQF 7 for team leaders).
• Proven capacity to undertake labour-intensive construction methods, including the employment of local unskilled and semi-skilled labour.
• Availability of construction plant and equipment, either owned or hired, suitable for the scope of work.
• Compliance with health and safety standards, including appointment of competent safety personnel, safety plans, and incident management procedures.
• Capacity to implement environmental management and geotechnical requirements.
• Ability to manage targeted enterprise participation and employment of targeted labour, including training and community liaison.

Summary

The successful bidder must meet technical standards, demonstrate relevant experience, and possess the skills and capacity to deliver a comprehensive, compliant, and community-focused road upgrade project, emphasizing labour-intensive methods and local enterprise development.
