Objectives

The primary objective of this tender is to appoint a qualified service provider to undertake infrastructure maintenance and refurbishment works at water and sanitation facilities within Saldanha Bay Municipality. The aim is to ensure the ongoing functionality, safety, and integrity of water and sanitation infrastructure over a three-year period, from 01 July 2026 to 30 June 2029.

Scope

The scope of work includes:

• Civil and structural maintenance and refurbishment of water and sanitation infrastructure such as clarifiers, walls, paving, drying beds, manholes, reservoirs, pump stations, and pipelines.
• Repair and resurfacing of concrete floors, slabs, and retaining walls.
• Masonry repairs including brickwork, blockwork, and plastering.
• Stormwater drainage and culvert repairs.
• Water and sewer reticulation and pipe repairs.
• Emergency maintenance response for urgent repairs.
• Provision of labor, parts, and materials necessary for the civil and structural maintenance works.
• Work to be performed across various towns within the municipality's jurisdiction.

Technical Requirements

The technical requirements specify that:

• The contractor must be registered with the CIDB at a grade of 6CE or higher.
• The contractor must demonstrate relevant experience in civil and infrastructure maintenance projects.
• All works must comply with applicable standards such as SANS 2001-CC1 and SANS 2001-CC2.
• The contractor must have sufficient qualified personnel, including project managers, site agents, health and safety officers, and skilled workers.
• All plant, tools, and equipment used must meet environmental, occupational health, and safety standards.
• Emergency repairs must be responded to within 4 hours of request.
• All work must be completed within specified timeframes and during normal working hours unless instructed otherwise.
• The contractor shall provide all necessary insurance, including liability and performance guarantees.

Skills Requirements

The tender requires bidders to demonstrate:

• CIDB registration at grade 6CE or higher, with proof attached.
• Minimum of 5 years of relevant experience in civil and infrastructure maintenance projects, supported by references and documentation.
• Qualified and experienced personnel, including:
• Project Manager with experience in managing multiple sites and quality control.
• Site Agent with civil construction and concrete works expertise.
• Health and Safety Officer with relevant certifications.
• Foremen, bricklayers, pipe layers, and general workers with proven experience in relevant tasks.
• Proof of ISO 9001:2015 Quality Management Accreditation.
• Good standing with the Bargaining Council for the Civil Engineering Industry (BCCEI).
• Ability to supply and operate all required plant, tools, and vehicles as listed in the tender documentation.
• Financial stability and capacity to undertake the scope of work, supported by relevant financial documentation.
