Objectives

The primary objective of this tender is to supply, deliver, and offload 240-liter wheelie bins to Theewaterskloof Municipality, supporting waste management services in Grabouw and Villiersdorp. The initiative aims to enhance waste collection efficiency, extend waste management services to businesses, and gather data on waste generated by commercial entities.

Scope

The scope includes the supply, delivery, and offloading of fully equipped 240-liter wheelie bins, meeting specified technical standards. The bins must be suitable for use with municipal refuse collection trucks, with specific dimensions, materials, and components such as lids, wheels, axles, and bodies. The project covers delivery to designated depots in Grabouw and Villiersdorp, with the possibility of extending the pilot project to include waste generated by businesses.

Technical Requirements

• The wheelie bins must be made of HDPE with at least 30% recycled content.
• Bin dimensions: Width 560-580mm, Height 1000-1080mm, Depth 720-740mm, Capacity 240 liters.
• The bin body must be compatible with refuse compactor truck lifting mechanisms, with no visible color streaks or honeycombing.
• Lids must be attached, with integral lifting handles for ease of use.
• Wheels must be durable with high grip, and axles must meet specified standards.
• All components must meet the specifications outlined in the tender, including compliance with SANS 1494:2014 for the bins.
• Suppliers must provide proof of compliance, experience, and manufacturer agreements.

Skills and Qualification Requirements

• The supplier must have a minimum of 3 years’ experience in manufacturing and/or supplying wheelie bins, with contactable references or successful project history of similar scope and value.
• Provision of a valid manufacturer or supplier agreement letter for the supply, delivery, and offloading of 240-liter wheelie bins.
• Proof of compliance with SANS 1494:2014 through certified documentation.
• Demonstrated understanding of technical specifications and ability to meet delivery deadlines within 14 days of order.
• Capability to provide after-sales support, including warranties, spare parts, and technical assistance.
• Compliance with all legal, tax, and B-BBEE requirements, including registration on relevant databases and submission of necessary certificates.
