Objectives

The primary objective of this tender is to appoint a professional service provider (PSP) to develop and deliver a Leadership Development Learning Facility for the National Treasury Cities Support Programme (NT-CSP). The aim is to enhance leadership capabilities within the public sector, particularly focusing on metropolitan governments and intergovernmental support environments, to support urban reforms, city transformation, and effective governance.

Scope

The scope of work includes:

• Provision of leadership development services through sourcing and deploying a team of experts on a drawdown basis over a 48-month period.
• Design and delivery of leadership learning events, seminars, dialogues, and exchanges, including two Executive Leadership Programmes (ELPs) at a national level.
• Support for peer learning communities, documenting case studies, and lessons learned related to change management and transversal management in key reform programmes such as Metro Trading Services and Human Settlements.
• Support for change management specialists working in tandem with the leadership development team.
• Development of project plans, monitoring frameworks, progress reports, and final evaluations.
• Delivery of activities in Tshwane and eight metropolitan areas, with logistical support for travel and accommodation as needed.

Technical Requirements

The technical requirements include:

• Deployment of experts with proven experience in leadership development, change management, and public sector reform.
• Experience in facilitating large-scale leadership events, seminars, and peer learning exchanges, with documented track records.
• Ability to design bespoke leadership development programmes tailored to the public sector context.
• Development of case studies, lessons learned, and documentation of change processes.
• Implementation of a monitoring and evaluation framework aligned with the CSP Theory of Change and logframe.
• Provision of all necessary logistics, including travel, accommodation, and event management support.
• Adherence to the project timeline of 48 months with annual reviews and progress reporting.

Skills Requirements

The successful bidder must demonstrate:

• Strong expertise in leadership development, change management, and transversal management in complex urban reform environments.
• Experience working with South African public sector institutions, especially metropolitan governments and intergovernmental agencies.
• Proven ability to facilitate high-level leadership events, seminars, and peer learning platforms.
• Capacity to document and produce case studies, lessons learned, and best practices in leadership and change processes.
• Ability to deploy a multidisciplinary team of experts, including facilitators, change management specialists, and project managers.
• Competence in monitoring, evaluation, and reporting aligned with project objectives and outcomes.
• Flexibility to work across multiple locations and manage logistics effectively over the contract duration.
