Objectives

The primary objective of this tender is to procure services for the repairs, servicing, operation, and maintenance of water care facilities at Patensie Correctional Services and De Blaar Community over a period of four months. The aim is to ensure continuous water treatment, regulatory compliance (Blue Drop and Green Drop), and the proper functioning of water and wastewater treatment plants, including associated infrastructure such as dams, storage tanks, pumps, SCADA systems, and dosing equipment.

Scope

The scope encompasses:

• Water abstraction, storage, and treatment, including preliminary, primary, secondary, and tertiary processes to ensure potable water quality and compliance with Blue Drop regulations.
• Wastewater treatment, including biological filtration, sludge removal, and discharge compliance with Green Drop standards.
• Maintenance of related infrastructure such as dams, channels, sluice gates, lawns, and garbage removal around treatment facilities.
• Operation of machinery, equipment, and chemicals necessary for water and wastewater treatment.
• Preventative (scheduled) and corrective (emergency/unplanned) maintenance of water and wastewater treatment plants, pumps, SCADA, and dosing systems.
• Use of local labor, provision of laboratory testing (SANAS accredited), and compliance with relevant legislation and standards.
• Management of security, insurance, and safety protocols on site.

Technical Requirements

The technical requirements include:

• Adherence to legislative standards such as the Water Services Act, Health COVID-19 guidelines, and Blue Drop / Green Drop regulations.
• Provision of qualified key staff, including supervisors, process controllers, and technical personnel with specified qualifications and experience.
• Use of appropriate machinery, equipment, and chemicals, with proof of ownership or lease agreements.
• Implementation of preventative and corrective maintenance schedules, including calibration, inspection, and repairs of plant and equipment.
• Water quality testing at SANAS accredited laboratories, with results uploaded to IRIS system.
• Familiarity with site-specific conditions, safety plans, and security protocols.
• Insurance coverage for all risks, public liability, and high-risk scenarios such as geological instability.
• Compliance with environmental, health, and safety regulations, including security clearance for personnel.

Skills Requirements

The skills and qualifications required for personnel include:

• Superintendent/Supervisor: Class V registration with Regulation 3630, higher qualification in Chemistry or Water Care/Environmental Science, or Chemical Engineering.
• Process Controllers: Registered as Class III or higher with Regulation 3630, with qualifications in Chemistry, Water Science, Environmental Science, or Chemical Engineering.
• Plant Operators: Millwright or Fitter and Turner with valid trade test certificates.
• Support staff: Skilled electricians, instrumentation technicians, and general workers with relevant experience.
• Laboratory personnel: SANAS-accredited laboratory staff for water quality testing.
• Management and administrative staff: Experience in water treatment plant operations, maintenance, and regulatory compliance.
