Objectives

The primary objective of this tender is to appoint an experienced Marine Loading Arms Operator responsible for the safe, efficient, and reliable connection, monitoring, and disconnection of Marine Loading Arms during cargo transfer operations between the terminal and vessels. The operator will handle approximately 18 vessels as required, ensuring compliance with approved procedures and operational limits.

Scope

The scope includes:

• Provision of services for connecting and disconnecting Marine Loading Arms for about 18 vessels as needed.
• Ensuring safety and operational efficiency during cargo transfer operations.
• Monitoring and maintaining the condition of loading arms and related equipment.
• Adhering to approved procedures and operational limits.
• Providing detailed quotations including all costs involved.
• Potential negotiation with bidders prior or post award.

The contract duration is implied to be up to 10 years, with the possibility of negotiations and adjustments as per SANPC's discretion.

Technical Requirements

• Experienced operator with proven capability in handling Marine Loading Arms.
• Ability to connect, monitor, and disconnect loading arms safely and efficiently.
• Compliance with approved operational procedures and safety standards.
• Provision of detailed cost breakdowns and adherence to specified scope.
• Completion of all required documentation and forms, including the RFQ form, declaration forms, and compliance certificates.
• Participation in evaluation stages including responsiveness tests, technical evaluation, and price scoring.
