Objectives

The primary objective of this tender is to appoint a qualified contractor for the construction of the Durban Yard Lifting Shed and associated buildings. The project aims to upgrade the mechanical building services, including the installation of HVAC systems, ventilation, air conditioning, water reticulation, and associated infrastructure to ensure efficient and compliant operation of the depot facilities.

Scope

The scope encompasses the supply, installation, and commissioning of:

• Mechanical building services equipment, including VRF systems, outdoor units, indoor cassette units, and associated controls.
• Air conditioning systems with both indoor and outdoor units, including split systems, cassette units, and VRF outdoor units.
• Ventilation systems comprising supply and extract fans, weather louvres, attenuators, and fire-rated dampers.
• Air distribution components such as diffusers, grilles, plenums, and ductwork.
• Fire and smoke control systems including smoke master control panels, smoke extraction fans, and associated control panels.
• Water reticulation, including HDPE, galvanised steel, uPVC, and copper pipework, with insulation and fittings.
• Refrigerant piping and associated safety devices.
• Other infrastructure such as compressed air systems, filters, dampers, and weatherproofing elements.

The work must adhere to specified technical standards and integrate with existing site systems.

Technical Requirements

The technical requirements include:

• Use of equipment that is equal or approved by the client, with specifications detailed for each component.
• HVAC systems must include inverter-controlled VRF outdoor units, indoor cassette units, and controllers with remote override capabilities.
• Ventilation fans must be variable speed, with sound attenuation and fire alarm integration.
• All exposed metal surfaces prone to rust must have secondary corrosion protection coatings (e.g., Blu-chem or similar).
• Air distribution components must be appropriately sized, powered coated, and fitted with VCDs for accurate flow control.
• Pipework must comply with relevant standards, be insulated, and properly sealed to prevent heat loss and condensation.
• All ductwork and pipework must be installed with appropriate insulation, sealing, and finishing as per architectural and technical specifications.
• Control systems should include central and local controllers, with override and scheduling capabilities, integrated with fire alarm systems.
• Safety devices, including high-pressure switches, overload relays, and safety valves, must be incorporated into HVAC and refrigerant systems.

Skills Requirements

The contractor and their team must possess:

• Proven experience in HVAC system installation, including VRF, split systems, and ventilation fans.
• Competence in installing and commissioning fire and smoke control systems, including smoke extraction and master control panels.
• Expertise in water reticulation, pipework insulation, and sealing techniques in accordance with SANS and EN standards.
• Knowledge of electrical controls, including wiring, controllers, and integration with fire alarm systems.
• Capability to work with various materials such as galvanised steel, HDPE, uPVC, and copper piping, ensuring compliance with safety and quality standards.
• Ability to install and seal ductwork and pipework with appropriate insulation, coatings, and finishing to architectural specifications.
• Skills in system testing, commissioning, and ensuring compliance with all relevant standards and safety regulations.
• Strong project management skills to coordinate multiple trades and ensure timely delivery within scope and budget.
