Objectives

The primary objective of this tender is to procure the supply and delivery of printer cartridges and consumables on an ad hoc basis for the City of Cape Town. The aim is to ensure a reliable, cost-effective, and compliant supply chain for printer consumables over a contract period of 36 months, supporting operational efficiency and environmental sustainability.

Scope

The scope encompasses the supply and delivery of a wide range of printer cartridges, photo conductors, drums, fuser kits, maintenance kits, and related consumables for various printer models across the City of Cape Town. The procurement covers both locally manufactured and imported items, including OEM and OEM-equivalent products, with specific requirements for brand accreditation, quality, and compliance. The contract is on an ad hoc basis, with deliveries as and when required, within specified delivery periods, across multiple locations within the municipal area.

Technical Requirements

• Provision of a comprehensive range of printer cartridges, drums, fuser kits, and consumables for various brands including HP, Lexmark, Samsung, Konica Minolta, and others.
• Compliance with specifications, including OEM or OEM-equivalent certification, and adherence to quality standards.
• Provision of performance and experience evidence through client performance letters, demonstrating capability in supply and delivery of similar products.
• Provision of samples for testing and approval, where applicable.
• Compliance with safety, occupational health, and safety regulations, including submission of health and safety plans if required.
• Adherence to delivery timelines, with a maximum of 6 weeks per delivery.
• Provision of warranties, insurance, and performance security as specified, unless explicitly waived.
• Implementation of contract price adjustments based on indices or foreign exchange variations, as detailed in Schedule F.1.
• Compliance with the City of Cape Town’s supply chain policies, including declaration of conflicts of interest, past SCM practices, and adherence to BBBEE requirements.

Skills and Competency Requirements

• Proven experience in supplying and delivering printer cartridges and related consumables, supported by client performance letters.
• Technical competence in handling OEM and OEM-equivalent products, including certification and accreditation from OEMs.
• Ability to provide samples for testing and meet specified quality standards.
• Capacity to meet delivery deadlines and manage logistics across multiple locations.
• Knowledge of occupational health and safety regulations, with the ability to develop and implement safety plans.
• Financial stability demonstrated through recent audited financial statements or relevant financial documentation.
• Compliance with legal and statutory requirements, including tax compliance and registration on relevant supplier databases.
• Capability to manage contract variations, price adjustments, and foreign exchange fluctuations effectively.
• Experience in managing supply chain risks, including conflict of interest declarations and past SCM practices.
