Objectives

The primary objectives of this tender are to install an accurate telemetry system in Heilbron reservoirs and steel tanks to enable real-time monitoring of reservoir and tank levels, early warning alarms for various operational conditions, support water balancing and demand management, reduce manual readings, and improve asset protection and operational decision-making. The system aims to enhance water conservation, reduce non-revenue water, and support compliance and performance audits by providing reliable data and proactive control of water infrastructure.

Scope

The scope of work includes:

• Supply of all materials, labour, plant, and equipment for the installation of telemetry units, sensors, and SCADA systems at specified reservoirs and tanks.
• Construction of civil structures such as chambers, plinths, and chambers for meters, valves, and telemetry equipment.
• Installation of bulk water meters, isolation valves, pressure testing, leak checks, and flow direction confirmation.
• Electrical, instrumentation, and telemetry works including RTUs/PLCs, telemetry panels, kiosks, solar power systems, cables, surge protection, and earthing.
• Configuration of data transmission to the municipal SCADA system or secure cloud dashboard, including alarms and data integration.
• Commissioning, testing, and handover with provision of as-built drawings, manuals, warranties, and training.
• Community liaison and employment of local labour, including training, apparel, and structured skills development programs.

Technical Requirements

The technical requirements encompass:

• Installation of telemetry units on elevated tanks with remote monitoring capabilities.
• Provision of pressure and flow sensors, level transmitters, and associated mounting brackets and cables.
• Construction of chambers, plinths, and secure enclosures compliant with standards.
• Electrical and instrumentation installation including RTUs, solar panels, batteries, surge protection, and earthing.
• Configuration of data communication systems, alarms, and integration with SCADA/cloud systems.
• Compliance with relevant standards such as SANS 1200, SANS 1921, and occupational health and safety regulations.
• Environmental management, site safety, and community engagement as per specifications.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in installing telemetry systems, bulk water meters, and SCADA solutions, supported by completion certificates and references.
• Qualified personnel including a Contracts Manager, Site Agent, Safety Officer, and artisans with at least 5 years’ relevant experience and appropriate qualifications (e.g., BSc/BTech Civil/Electrical Engineering, NQF levels).
• Capability to undertake civil, electrical, instrumentation, and SCADA installation works in accordance with standards and specifications.
• Ability to provide detailed method statements, construction programs, and quality management plans.
• Capacity to recruit and manage local labour, including training and skills development, in compliance with EPWP and employment regulations.
• Demonstrated health and safety compliance, including appointment of safety personnel, safety plans, and adherence to occupational health and safety legislation.
• Experience in community liaison and working with local stakeholders to facilitate smooth project execution.
