Objectives

The primary objective of this tender is to secure a contractor for the maintenance of Kaeser Compressors and Dryers, including the supply of spares on an as-and-when-required basis at Kendal Power Station over a period of five years (60 months). Additionally, the tender aims to promote transformation, local procurement, skills development, and adherence to Eskom’s SDL&I (Supplier Development, Localisation & Industrialisation) goals aligned with national imperatives.

Scope

The scope encompasses:

• Service and maintenance of Kaeser Compressors and Dryers at Kendal Power Station.
• Supplying spares on an as-and-when-required basis.
• Subcontracting a portion of work to capable and competent EME/QSE suppliers with at least 51% Black Ownership.
• Engaging local suppliers from Kendal Feeder areas for subcontracting opportunities.
• Creating and retaining jobs within South Africa, particularly from local communities.
• Implementing skills development initiatives targeting unemployed graduates and school leavers, with a focus on critical and scarce skills.

Technical Requirements

The technical requirements include:

• Maintenance of Kaeser Compressors and Dryers as per manufacturer specifications.
• Supply of relevant spares on an as-needed basis.
• Compliance with local content thresholds for components such as cabling (90%), valves (70%), and steel pipes (100%).
• Adherence to procurement targets, including 100% local procurement content and subcontracting at least 15% to Black Owned EME/QSE suppliers.
• Implementation of skills development programs for unemployed youth, including bursaries for technical training (e.g., Mechanical Technicians with N3/Matric, National Certificate, or Diploma).

Skills Requirements

The tender requires the development of skills among unemployed South Africans, particularly from previously disadvantaged groups, through:

• Training and development of technical personnel such as Mechanical Technicians.
• Participation in skills development initiatives involving SETAs and accredited training providers.
• Source candidates from local communities, especially Kendal Feeder areas.
• Minimum 24 months bursary or training period for selected candidates.
• Demonstration of positive progress in skills development on a monthly basis.

Note: All skills development activities are to be funded by the contractor, with no financial contribution from Eskom, and must exclude current Eskom employees and registered learners.

Additional Requirements

Contractors must:

• Submit B-BBEE certificates or Sworn Affidavits based on their revenue classification.
• Develop and submit B-BBEE improvement or retention plans within 30 days of contract signing.
• Ensure compliance with SDL&I reporting, monitoring, and corrective measures.
• Retain 3% of invoice value as security for SDL&I obligations, released upon fulfillment.
• Provide proposals on job creation and retention in South Africa.
