Objectives

The primary objective of this tender is to appoint a contractor for the drilling and grouting works required for the Tzaneen Dam Project. Specifically, the project aims to increase the dam's capacity through structural modifications, including constructing a reinforced concrete labyrinth spillway, raising existing dam sections, and related activities. The baseline risk assessment aims to identify, categorize, and manage occupational health and safety risks associated with these activities, ensuring safety measures are integrated into project execution.

Scope

The scope encompasses all activities related to the raising of Tzaneen Dam, including construction of new structural elements, raising of existing dam components, installation of spillway labyrinths, and associated preparatory and phased activities. It also involves risk assessments, safety planning, and ensuring compliance with relevant legislation and standards. The scope extends to managing hazards during construction, equipment operation, material handling, and site demobilization.

Technical Requirements

• Construction of reinforced concrete labyrinth spillways to a new crest elevation of RL 726,99 m.
• Raising of concrete tongue walls and dam embankments by 3 meters.
• Implementation of phased activities including site preparation, risk assessments, and safety controls.
• Compliance with dam safety legislation, design specifications, and technical standards such as SANS 10085 for scaffolding and working at heights.
• Use of appropriate permits (construction work permits, lockout permits, excavation permits, etc.) and safety procedures.
• Management of hazards related to heavy machinery, structural modifications, material handling, and environmental safety.

Skills Requirements

• Proven experience in dam construction, structural modifications, and related civil engineering works.
• Competency in operating and managing heavy construction equipment, including cranes, drilling rigs, and earthmoving machinery.
• Qualified personnel for risk assessment, safety management, and compliance with occupational health and safety legislation.
• Skilled supervisors and site managers familiar with construction permits, safety protocols, and hazard mitigation.
• Technical expertise in concrete works, structural engineering, and dam safety standards.
• Ability to develop and implement comprehensive safety and risk management plans, including emergency procedures.
