Objectives

The primary objective of this tender is to appoint a suitably qualified and registered psychiatrist to provide independent psychiatric assessment and advisory services. These services support Human Capital Management (HCM), Employee Wellness, and Line Management functions on a once-off basis at PRASA in the Eastern Cape Region. The appointed service provider will deliver professional input, assessments, reports, and advisory support related to psychiatric fitness, incapacity, stress, trauma, and specialist medical advice.

Scope

The scope of work includes:

• Conducting professional psychiatric assessments and providing reports on:
• Fitness for duty
• Psychological/psychiatric fitness to perform job requirements
• Temporary or permanent psychiatric incapacity
• Work-related stress, trauma, anxiety, depression, or related conditions
• Functional limitations and workplace recommendations
• Recommendations for reasonable accommodation where applicable
• Incapacity management support and long-term absenteeism linked to psychiatric conditions
• Specialist medical advisory services
• Providing psychiatric evaluations, treatment recommendations, and reports to support incapacity and fitness-for-duty processes.
• Offering professional opinions and reports on fitness for duty, workplace restrictions, and accommodation needs.
• Services must be delivered within the East London region.

Technical Requirements

The service provider must:

• Provide comprehensive psychiatric assessments and generate detailed reports.
• Deliver treatment and intervention recommendations, including further specialist referrals if needed.
• Ensure confidentiality of all employee information and assessment data.
• Include consultation fees, assessment fees, report-writing costs, and any additional charges in quotations.
• Be capable of providing services on a once-off basis within the specified timeframe.

Skills Requirements

The successful bidder must possess:

• Registration with the Health Professions Council of South Africa (HPCSA) as a psychiatrist.
• Recognized medical qualifications and specialist psychiatry qualifications.
• Experience in psychiatric assessments, incapacity evaluations, and occupational health advisory services.
• Ability to prepare professional assessment reports and provide expert medical advisory support.
• Confidentiality and professionalism in handling employee health data.
