Objectives

The primary objective of this tender is to procure infusion pumps with accessories that meet specified technical, safety, and quality standards for use in Ngwelezane Hospital, KwaZulu-Natal. The procurement aims to ensure the availability of reliable, safe, and efficient infusion devices suitable for adult, paediatric, and neonatal applications, with provisions for training, maintenance, and future upgrades.

Scope

The scope includes the supply, delivery, installation, commissioning, and demonstration of infusion pumps and their accessories. It covers technical evaluation, training of hospital staff, provision of manuals and spare parts, warranty, maintenance agreements, optional accessories, and compliance with relevant standards and regulations. The contract is a once-off procurement with an optional maintenance period post-warranty.

Technical Requirements

• Device must be a peristaltic volumetric infusion pump suitable for adult, paediatric, and neonatal use.
• Size: approximately 174x126x215 mm; weight: 2.5 kg; color: white and grey; made of high-quality metal and plastic.
• Device must operate from 220V ± 10%, 50Hz mains supply and include an internal rechargeable battery capable of at least 6 hours operation at 125 ml/h.
• Battery must be automatically charged when connected to mains; charger must be internal.
• Device must have user-selectable infusion rate (1-999 ml/h) and volume (1-9999 ml), with rapid response time.
• Must include alarms for air in line, occlusion, low battery, door open, set removal, malfunction, and infusion completion, with audible warnings.
• Must provide a keep vein open (KVO) feature with specified rate; alarms for various fault conditions must be active and audible.
• Device must be accurate within ±5% across the entire infusion range.
• Device must be supplied with manuals, software, optional accessories, and spare parts for at least 10 years.
• Device must be compliant with IEC 60601-1 and 60601-1-2 standards, CE certified, and meet all relevant safety and electromagnetic compatibility standards.
• Provision for optional accessories, demonstration, training, and service/maintenance agreements post-warranty.

Skills Requirements

• Bidder must demonstrate technical and clinical evaluation of the device, preferably by a government institution within RSA.
• Bidder must have a well-established service and repair facility in KwaZulu-Natal, with trained technicians certified by the original equipment manufacturer (OEM).
• Technicians must be available within 24 hours for servicing and repairs.
• Bidder must provide comprehensive training to the Department of Health’s technical staff, including calibration, maintenance, and repair down to PCB level, with certification of competency.
• Bidder must supply detailed manuals, software, and spare parts for the entire lifecycle of the device.
• Bidder must comply with all relevant South African legislation, standards, and procurement policies, including preference points for South African owned enterprises.
